Development Of Rural Tourism And The Construction Of New-Type Urbanization

The 18th CPC National Congress has put forward a new urbanization strategy task. Our country makes major strategy development in the new historical period to adapt to economic and social development. It is currently the largest structural adjustment, which will accelerate the integration of urban and rural development. It is the comprehensive strong support for building a moderately prosperous society. It is an important engine for the new economic development and the construction of an important content of "beautiful China". It is an important part of realizing the great revival of "the Chinese Dream". The villages of China is the core and key of development areas and they are also the most difficult parts, because they are low in urbanization and there is an apparent gap between urban and rural areas, mainly in the terms of income of urban and rural residents, infrastructures support, public service supply and other aspects. Speeding up the new-type urbanization, which will help narrow the gap between urban and rural areas, conducive to form "promoting agriculture with industry, promoting city with rural, integrating the relationship between urban and rural workers and peasants ".The process of urbanization is essentially a process of improving rural infrastructure, is the process of transferring rural population to the two or three industry, and is the process to achieve the integration of urban and rural public service. Industrialization is an important engine for urbanization, is the effective way to transfer rural surplus labor force, which will increase the farmers’ income, and integrate urban and rural development. But for the vast rural areas, conditions differ in thousands ways, such as ecological functional areas, restricted industrial development, industry supports and so on. Therefore industrialization is not the only way to realize urbanization. What is the engine of urbanization? Theorists of our country try to find out theoretical and practical breakthrough of urbanization, and one of a highlight is to interactive urbanization and rural tourism development.With the rapid urbanization in our country, urban residents long for returning to nature, and the desire of enjoying nature becomes stronger. This provides opportunity for the development of rural tourism. It also promotes agricultural transformation and development, speeds up farmers’ employment transfer, and broadens the channels of increasing wealth. At the same time, in order to attract more visitors, the rural tourism continues to strengthen the construction of infrastructures such as water circuit, garbage treatment, greening and beautifying the village appearance, improving ecological and living environment. These provide conditions for the urbanization development. At present, our country has created a lot of experiences in interaction development of urbanization and rural tourism. It has already built up a model of urbanization, which forming infrastructure urbanization, characteristic farmer living style and local culture tourism.By the end of 2014, Jixian County of Tianjin was identified as one of the 62 National new-type urbanization pilot, taking the chance to be the first exploration county to push for ward the construction of the new-type urbanization, it will strive to provide copied experience and mode for the whole county. This has brought a good opportunity for Jixian County to speed up the urbanization. In the process of urbanization, one of the successful experiences in Jixian County is that inseparable relationship between the rural tourism and urbanization which promotes each other. Jixian County has the natural conditions and resources foundation to develop rural tourism, with the natural scenery and numerous historical sites, as one of the areas with the most abundant and concentrated tourism resources of highest grade in Tianjin. Therefore, Jixian County’s government delivered the development goal of building medium-size modern tourist city in its annual work report in 2005, determined to promote the third industry development and to speed up the process of urbanization by taking tourism as its leading industry.Taking Jixian County as the example, this paper studies the interactive relationship between the rural tourism and the construction of comprehensive new urbanization, using the theory of research, empirical analysis, qualitative analysis and quantitative analysis.The purpose of this paper is analyzing existing foundations and conditions of Jixian County and taking a scientific view of advantages and disadvantages, opportunities and challenges of Jixian County’s rural tourism development and new-type urbanization interactive development. It proposes suggestions of speeding up the development of rural tourism and construction of new-type urbanization to provide theoretical reference for interactive development of Jixian County’s rural tourism and new-type urbanization to achieve the comprehensive economic and social development of Jixian County.The innovation of the paper is that pointed out the mutual relationship between rural tour ism and new urbanization, including the promoted and restrictive sides. It put forwards the ways and interactive development Counter measures for Jixian County’s new urbanization and rural tourism from the perspective of administrative management. It especially points out that diverse and sustainable financing mechanism and support capability by introducing social capital. These innovations provide references for the construction of Jixian County’s new urbanization.
