Manufacturing industry is the cornerstone of economic and social development of a country(or region),the main force of industrialization and the engine of modernization,an important manifestation of comprehensive national strength and international competitiveness,its development of the manufacturing sector directly affects the level of economic development of a country(or region) and the quality of life,which determines a country’s international competitiveness and position in the global economic integration process.Since the reform and opening up,China’s economy is developing rapidly,it has become the world’s second- largest economy,the world’s countries with the highest manufacturing output,is also the world’s largest exporter. The Inner Mongolia Autonomous Region as an important part of China’s economic development,GDP with consecutive years of double-digit growth,economic growth for eight consecutive years ranked first in the country,the rapid development of the manufacturing industry played an important role.However,the rapid development of the manufacturing industry can not conceal the existing problems. Currently,Inner Mongolia manufacturing industry product technology content is not high,industrial development level is relatively low,in addition to dairy products 、 cashmere series products, innovation level of metallurgy 、 automobile manufacturing、machinery manufacturing、meat products manufactured in Inner Mongolia is not high, diversified development trend has not yet formed. Inner Mongolia region manufacturing industry at the same time of rapid development with high input、low output、high energy consumption and low efficiency problem that can not be ignored,such as total factor productivity is low, which severely restricts the sustainable development of manufacturing industry in Inner Mongolia,which is an urgent need to address important issue.On the basis of in-depth analysis on the development of the manufacturing industry in Inner Mongolia,using Solow residual method to the Inner Mongolia region manufacturing TFP growth rate to a rough estimate, using Shift- share method to TFP growth in manufacturing with inter-provincial comparison,found accurate positioning Inner Mongolia region manufacturing TFP development; On this basis, using the stochastic frontier production function model to Inner Mongolia region manufacturing TFP growth rate as decomposition,found the main causes of restricting Inner Mongolia region manufacturing TFP improvements,then put forward to promote the Inner Mongolia region of TFP growth in the manufacturing industry policy recommendations.
