Under The Carbon Constraint Gansu Industry Productivity Dynamic Analysis

The rapid development of industrialization contributed to the rapid accumulation of social wealth, while promoting the development of human society. However, in the process of development of industrialization, due to technical standards and policies, there have been a lot of problems, such as resource waste and environmental damage. The past century, the energy crisis, frequent natural disasters and global issues such as climate upheaval makes people begin to realize the production process can no longer blindly pursue output growth, but to maintain the production of the state in harmony with nature, for many economists resources and environmental indicators included in the study areas of productivity, with its use of resources to achieve the "economic", after the "green" production, maximize productivity growth. Chinese industry is currently in the process of development and transformation, as the largest developing country, China in response to the global energy crisis and global warming process acts as a big country, and as an industrial province of Gansu province in the western region, and therefore, it is necessary to make the appropriate analysis of industrial development about Gansu Province.From the perspective of the ecological environment of a low carbon economy and industrial growth included in the analytical framework of economic growth, the first industrial inputs and output indicators in Gansu Province since the 2003-2012 analysis is described in detail,in order to better grasp in recent years changes in production conditions Gansu Province industrial sectors; then use the constructed model of TFP Gansu Province 15 industrial sectors were estimated, and conduct research and analysis on the basis of its decomposition term, it was found that total factor Gansu Province industry productivity in the study period maintained a rapid growth, progress and efficiency of industrial production technology is the main factor pushing industrial TFP, which is mainly due to the Gansu Province industrial sectors since the recent re-planning and integration. From the results of 15 industrial sub-sectors, the growth performance of the four sectors of the metal mining industry, precision machinery and equipment manufacturing, non-metallic mineral products industry TFP is negative, leading to the reason for this is due to the technical efficiency of these industries have not been improved. Finally, on the basis of the industrial sub-sector productivity and decomposition on further analysis led to productivity growth and technological progress and technical efficiency at the same time improving the impact on carbon emissions, and found that most of the industry by technological progress and technical efficiency although to some extent, reduce carbon emissions, but its influence is very weak, therefore, accelerate the adjustment of industrial structure, and actively introduce advanced production technology, the industry’s efforts to improve production efficiency and other measures, in Gansu province in the future carbon reduction work should be given a higher degree of importance.
