The heilongjiang rice processing enterprises more than 2900, so far, but most companies don’t realize the original pure relationship is not suitable for enterprises in the current competitive market competition environment for medium and long-term foothold and development of rice, lead to the rice processing enterprises generally do not have a high level of economies of scale. Therefore, needs to be involved in to win-win cooperation concept, a rice processing enterprise development strategic alliance to break the deadlock.Rice industry to a certain extent, affected by agricultural flexibility, which makes the stability of the alliance at risk, unstable factors threatening league competition, it’s necessary to analyze factors affecting the stability of rice processing enterprises strategic alliance, find out the solution. The industry strategic alliance is still in its infancy stage, after the rice processing enterprises strategic alliance research of heilongjiang province, found that the existence of the neglect of alliance partners relationship management, asymmetric alliance enterprise control and a series of problems, the existence of these problems have lead to alliance instability, so this paper USES literature research, comparative analysis method and analytic hierarchy process(ahp) method for internal and external factors which influence the stability of strategic alliance, the research on this basis, constructs the hierarchical analysis model, through on-the-spot investigation by using expert scoring method to evaluate the factors of the influence of rice processing enterprises strategic alliance stability.Conclusion: partner selection matching, moral trust mechanism, enterprise culture fit, interest distribution mechanism are internal factors of rice processing enterprises strategic alliance stability in heilongjiang province. Natural factor, capital factor, political, legal, technical factors, market factors are external factors. Benefit distribution mechanism is one of the largest factors, internal factors influence the proportion of capital is the largest proportion of external factors which affect factors; The influence of internal factors effect than external factors. Finally, according to analytic hierarchy model of evaluation results and the problems existing in the league, the correct selection of alliance partners are pointed out in the paper to strengthen member relationship management, establishing the contract system detailed balance control and balance of co-opetition relationships between members of the enterprise operation way to further enhance the heilongjiang rice processing enterprises strategic alliance stability.
