Study And Design On Scientific Research Project Management System For HeBei Academy Of Sciences

Focusing on some common issue existed in the current scientific research project management, such as the lack of idea of life cycle management, the lowness of reusability and extensibility and the imperfection of performance evaluation, with the research and analysis on the scientific research projects management which carried on in Hebei Academy of Sciences(HAS), optimization suggestion and plan was raised. At the same time, a all-new information system model, covering the whole process of life cycle for project management, was constructed in the paper.First, emphatically analyzing and studying the present situation and problems of scientific research projects management in HAS, optimization suggestion and plan for improving the scientific research project management were put forward. Second, the indicator system of performance evaluation for adapting to the new requirements of scientific research project in HAS was rebuilt. Finally, a project management system model, from the routine management of project including application, approval,scheduling of mid-term and acceptance to the whole process including scientific research achievement management, performance evaluation and the following of scientific research transformation, was given. With this study, scientific research management in HAS would work more optimally and efficiently.Feature 1, with the efficient and fine management, following the achievement transformation and the reward and punishment mechanism to the scientific research project, the whole process of project life cycle management idea could be supervised by scientific research management department. Feature 2, a indicator system of performance evaluation for scientific research project was constructed and embedded to the system. Online evaluation of scoring could be made by evaluation experts. Feature 3, based on different authorization and position among scientific research staff, scientific research administrator, evaluation experts and leaders, scientific research services would be provided in multi-angle and multilevel. Some problems could be resolved by this system model. Which not only met the requirements to scientific research under the new situation and policy but also promoted the scientific research management further. Moreover, this model could make the scientific research project to be accomplished with higher quality and develop sci-tech support ability more efficiently and roundly.
