Due to the shift of development trend of National Time Service Center, scientificresearch has become the dominant work gradually. Scientific research and industrycompetition are becoming increasingly fierce, making the number of scientific projectsno longer the exclusive factor. Project quality has become one of the important factorsin the evaluation of scientific research strength of a unit. Therefore, to enhance thequality of scientific research, carrying out process evaluation of scientific research is animportant task in scientific research management.With process evaluation as study object, the paper makes research on evaluation indexsystem and weighting calculation. First of all, it analyzed the meaning of projectevaluation, and summarized the existing problems of National Time Service Center inresearch project management and assessment; secondly, according to the existingproblems, it established the management evaluation index system of scientific researchprojects; finally, it determined the weights of all indicators, and conducted modelresearch, thus presenting a set of index system for scientific research project evaluation.Finally, by selecting a specific research project of National Time Service Center, thepaper used the Delphi method and AHP for evaluating research, and carried out theanalysis on the appraisal result.The evaluation index system and evaluation method designed in the paper can beemployed to monitor the implementation process of projects, and evaluation result isauthentic and effective. Therefore, it can be applied widely. In addition, it can also serveas a reference for process evaluation of similar scientific research institutes.
