Studies On Implementation Effects And The Perfect Policy Of Major Grain-Producing Counties Reward Policy

Food security has always been our country national economy development, social stability and national independence of global major strategic issues. To ensure the safety of food in our country, the comprehensive construction affluent society’s goal, building a harmonious socialist society and promoting the construction of new socialist countryside,is of great significance. Since 2004, the state introduced a series of policies to stimulate the improve the enthusiasm of farmers to plant,up to now the corresponding results have been achieved, but the enthusiasm of the local government to grasp food is lower. Since 2005, in order to improve the enthusiasm of local governments to catch food, alleviate the pressure of local finances, the implementation of the major grainproducing counties incentives. Has been implemented for ten years, the effective of implementation is still an open question. Therefore, this paper studies the major grain-producing counties reward policy implementation effect and the limitations and perfected.This article first elaborated the research background, purpose and significance, from the food policy and effect evaluation, the major grain producing areas and incentive compensation benefit big county and incentive policies are investigated in three aspects, such as domestic and international research dynamic, and expounds the contents and methods of this study. Secondly, based on the positive externalities of weak food quality, food industry and the basic theory of industry regurgitation feeding agriculture Aaron, etc, analyzes the necessity of implementing major grain-producing counties reward policy, at the same time from the incentive purpose, principles, objects, standards, management and supervision and five aspects this paper expounds the connotation of incentives, and incentives of calendar year were analyzed. Again, and the major grain-producing counties in heilongjiang province as the research object, analysis from two aspects: scale and structure of the conventional major grain-producing counties and the present situation of the super major grain-producing counties to implement; Then, to heilongjiang province 60 major grain-producing counties and two major grain-producing counties as object, analyzes the incentive policy for food production, the local economy development and the positive impact of food security.Then, using the correlation analysis, factor analysis and cluster analysis model of three major grain-producing county of heilongjiang province reward fund implementation effect is analyzed. Analysis results show that the major grain-producing counties reward fund for agricultural development, local economic development and people’s living standard has a promoting effect, the score coefficient is 0.197, 0.197 and 0.171 in turn. Through model analysis, found out the major grain-producing counties incentives exist in low degree of policy goal, reward policy perfection and weaken the effect of limitations. Finally, based on the analysis of the reward policy limitation, put forward the thinking and countermeasures to perfect the reward policy.
