Research On The Development Of The Rural Labor Resources Of The Major Grain Producing Counties In Jilin Province

In recent years, the economic development of the rural areas in the major grain producingcounties generally lagged behind while the whole nation’s has raised rapidly. The rural laborresource is the basic and fundamental one for the social and economic development of the ruralareas, so the development of the rural labor resources is the key to solve the rural economicproblems of the major grain producing counties. This thesis used the quantitative and qualitativeanalysis to study the development of the rural labor resources of the major grain producingcounties based on the theories about human resources development in order to promote the ruraleconomic development, and chosed Nongan, Jiutai, Dehui, Yushu, Lishu and Gongzhuling asthe sample counties.At first, this thesis introduced the general economic development of the rural areas in thesample counties, and analyzed the basic information and features about the rural labor resourcesby using the statistical and collected data. The results show that the major grain producingcounties widely spread characteristics like large scale, low quality, structural imbalance and soon. Then, this thesis analyzed the achievements and problems of the development of the rurallabor resources in the major grain producing counties. And the results show that the problemsexisting in the development process of the rural labor resources are the insufficient ideologicalcognition, less education investment, weak education foundation, unsound training system, agreat deal of difficulties on labor transfer, backward rural medical and health conditions and lowlevel of social security.Human capital is very important for the economic development. To better illustrate therelationship between the development of the rural labor resources and economy, this thesis usedthe production function to calculate the contribution rates of the human capital investment andmaterial capital investment to the rural economic growth, based on the qualitative description.And the results show that the rural economic growth mainly depends on the material capitalinvestment in the sample counties because of the lower growth rate of the stock of the humancapital than the material capital, however, the elasticity of the human capital to the ruralproduction is significant. Therefore, it’s necessary to increase the human capital investment forrural areas, change the traditional views and guarantee the full development of the rural laborresources to promote the rural economic development.For the major grain producing counties this thesis studied are also the importantcommodity grain base counties in Jilin province, there are two main development objectives of the rural labor resources need to achieve. On one hand, it’s necessary to improve thecomprehensive quality of the rural labor resources and cultivate new peasants to guarantee thestable development of the commodity grain base counties in Jilin province. On the other hand,there is a need to promote the effective transfer of the surplus rural labors to achieve themoderate scale operation of the rural land, and finally promote the rural economic developmentof the major grain producing counties. And this thesis put forward the main development modes,which include agricultural vocational education mode and transfer mode, to make an attempt onpromoting the full development of the rural labor resources of the major grain producingcounties.Finally, this thesis put forward the specific countermeasures and suggestions, such asincrease the investment on the development of the rural labor resources, improve the ruraleducation and training system, optimize the rural industrial structure, set up unified urban andrural labor market, better the medical and health conditions, perfect the rural social securitysystem, to promote the development of the rural labor resources of the major grain producingcounties in Jilin province.
