Study On The Supervision Of Internet Audio-Visual Program In Ji’nan City

With the rising of new digital technology and the Internet, Internet audio-visual program service industry has been developing rapidly, and has gradually become an important barometer of the development of cultural industry network. The numbers of audiovisual programs and its influence are expanding rapidly. Meanwhile,the problems of the Internet audio-visual program have increased, for example, some articles with vulgar content spread quickly. So,It is essential to strengthen the supervision of this industry. On the other hand, it is difficulty for the administration Department to supervise the industry according to the law with the rapid development of Internet and the complexity of market environment. The Third Plenary Session of the 18th Central Committee of the CPC has clearly noted it has to stick the policy of actively use and scientific development to ensure the safety of Internet, and strengthen suprevision of the network. Both development and management are the basic idea to supervise the Internet audio and video programs.It is necessary to strengthen the study on the Internet audio and video programs, properly carry out its regulatory functions to promote the Internet audio-visual program services industry healthy development, for the purpose of build a harmony and civilization society.The paper begins with the government supervision theory, then analysis the connotation of government supervision and relative theory of government supervision and, and expounds the supervision practice of domestic Internet audio-visual programindustry. On this basis,study the basic situation and main problems of Internet audio-visual program indurtry including Jinan City Internet audio-visual program industry, government supervision to carry out problems and reasons of the existing situation and supervision are analyzed in detail, summed up the questions that exsits in the supervision of Jinan City Internet audio-visual program industry which include law enforcement reform is not good, the construction of legal system is imperfect, lack of advanced technical means and the management system is not imrational.
