Study On The Regional Difference Of Cultivated Land Benefit In Hunan Province

Cultivated land is the basic of agricultural production, is the key factor in ensuring food security and maintaining social stability. As the economy continues to develop, the contradictions of cultivated land protection and construction demand have become more and more prominent. In order to resolve this contradiction, the balance of cultivated land system came into being. Study on the balance of cultivated land has an important strategic significance. The balance of cultivated land is the quantity balance in a longer time. In recent years, gradually change to the quantity, quality balance. It will change to the quantity, quality, economic balance in the future. The unbalanced development of regional economy make cultivated land region difference vivid. As a major agricultural province, it has a great significance to achieve the balance of cultivated land. This study discuss the regional difference of cultivated land benefit in Hunan Province, can promote the balance of cultivated to be the quantity,quality,economic balance, and provide reference for determining cultivated land reclamation fee levy standard.Firstly, introducting the research progress and theoretical basis. Secondly, combined with the actual situation in Hunan Province, using factor analysis method make 122 cities in Hunan Province divided into several divisions. Then, electing the income approach to calculate the cultivated land benefit, and using the "Notice on adjusting the compensation standard for land expropriation for the people’s government of Hunan Province" to verify the results of the study. Finally, analyzing the regional difference of cultivated land benefit in Hunan Province. The main conclusions are as follows:(1)Through the cultivated land location zoning, it is found that 122 counties location condition has an obvious gap, can be divided into four grades regional. The spatial pattern and the province’s economic development pattern is consistent.(2)The location condition is better, the cultivated land benefit is higher. The cultivated land benefit in one, two, three, four grade is 55242 yuan per Mu,45121 yuan per Mu, 36716 yuan per Mu, 31412 yuan per Mu.(3)The location condition is better, the differential cultivated land location benefit is higher. The differential cultivated land location benefit in one, two, three, four grade is 23830 yuan per Mu, 13709 yuan per Mu, 5304 yuan per Mu, 0yuan per Mu.(4)The location condition is better, the difference is bigger. The difference between one, two grade is 10121 yuan per Mu. The difference between two, three grade is 8405 yuan per Mu. The difference between three, four grade is 5304 yuan per Mu.
