It's quite common to compare some objects with others in analyzing and evaluating the total performance of Decision-making Units, so that such a performance of a certain Decision-making Unit would be comprehensively evaluated. Nowadays most important methods of data analysis, besides weighted-average method, T-testing method, AHP (Analysis of Hierarchy Process) method, FCE (Fuzzy Comprehensive Evaluation) method and so on, are being used to process the data in a synthetic manner, which helps to obtain the general information of data. However, in such a way the specific information of the observed objects tends to be lost so that the analytic results will fail to reflect the individual differences among the evaluated objects. Therefore, this article will try to propose a non-parameter method (PER-EFF) and its mathematical model that can effectively evaluates the whole validity of a Decision-making Units based on samples by considering the weakness of sample point weighted-average method that is unable to identify the internal difference of observed objects. What is followed is the discussion on some aspects of DEA model besides its definition, property and the solving methods. Then the applications of the DEA method in the following four fields are studied in detail. (1) To measure and rank the efficiency of individual units. (2) To filter and identify the excellent unit. (3) To measure the efficiency of complicated system under the external conditions. (4) To judge the regularity and the trend of the complicated system under the external conditions. Finally, this article researches the application of the PER-EFF method in the comprehensive evaluation of economic benefits within the industrial enterprises. It mainly presents the empirical analysis based on the economic benefits within industrial enterprises covering 11 provinces in western China from 2000 to 2006, so that the general trend of the economic efficiency of western industrial enterprises since the implementation of Developing the Western China is revealed, successfuly.
