The speed of Fuzhou rural tourism development is very fast. At present, Fuzhou rural tourism enterprises has reached 152, as" 100 Thousand Villages Town" Project implementation of rural tourism enterprises in Fuzhou is still growing. At the same time, rural tourism booming in Fuzhou, Fuzhou, the rural tourism enterprise human resource management issues has slowly become a major factor restricting the development of rural tourism.Important research in this paper, the domestic and foreign relevant literature is reviewed and summarized, the basic concept of rural tourism, tourism human resources and tourism human resources management theory, stakeholder theory, the basic theory of community participation theory is defined. From the distribution of rural tourism point of Fuzhou, type, building size, rural tourism brand, tourism and economic development of rural tourism on the current situation is analyzed in Fuzhou. After I researched and analyzed the staff structure, quality of personnel, recruitment, training conditions, pay and benefits, and other aspects of flow conditions through questionnaires and interviews status quo of rural tourism enterprises in Fuzhou Human Resource Management, I found that:employees overall rural tourism in Fuzhou quality is not high, it is the lack of high-quality high-skilled personnel, corporate training mechanism is not perfect, it does not have competitive salaries, and has frequent high-level flow problems and analyze the causes of problems. From the tourist point of view based on the six elements of meals, lodging, tourism, rural tourism, travel and entertainment I design human resource management score questionnaire, using a Likert 5-point score for each indicator, elected by factor analysis to reflect the rural tourism enterprise human resources management status indicators by scores of tourists to find rural tourism human resource management score low, from the perspective of visitors to verify the lack of Fuzhou rural tourism human resource management.Finally, two articles from the internal and external aspects of human resource management of rural tourism in Fuzhou propose a solution:Internal selection from recruitment, compensation management, organizational culture based training, the establishment of modern science rural tourism human resource management performance appraisal system; from outside the government, between operators, community residents, schools, tourists participate in multi-stakeholder co-manage the human resources of rural tourism resources, improving rural tourism enterprises in Fuzhou introduce mechanisms through multi-force personnel.
