Study On Influence Factors Of Personal Possession Non-commercial Forest Compensation Standard Will In Fujian

With the rapid development of economy, the global environment problem increasingly prominent, energy, climate, pollution problem is becoming more and more serious. Human’s concern to the environment and ecological is growing constantly, and improve the ecological environment is imminent. Non-commercial forest undertakes this difficult task. So construction and protection of non-commercial forest has important significance. The protection of the non-commercial forest deprived so many farmers of the forest wood sales incomes. It caused a lot of damage to farmers. Although our country has been working on forest ecological benefits since 2001, at present non-commercial forest compensation of 15 Yuan/acres per year is not enough compared with farmers’planting cost and management cost. It is unfair for farmers. Therefore, the research of improving non-commercial forest compensation is of great significance. Making a relatively reasonable compensation standard is imminent.This research stands in the individual standpoint of farmers. Through random sampling investigation, the questionnaire asked 250 farmers of five county of Fujian province who have non-commercial forest. Based on the interview survey data and collecting data, we found out the existing problems in the construction of non-commercial forest in Fujian province. Such as the compensation standard is too low, unreasonable standards of the compensation standard, compensation fund does not reach the designated position, single compensation standard, relevant laws and regulations is imperfect, lack of management mechanism, related non-commercial forest propaganda does not reach the designated position, etc. The study chooses farmers expect of non-commercial forest compensation standard as the dependent variable. And choose age, level of education, whether used to be a village cadres, family annual income, family forestry income proportion of annual income, family farmland area, family woodland area, whether there exists any borrowing, plantation age, replacement cost per acre, non-commercial forest site quality level and distance from home of non-commercial forest as the independent variables. The study analyze the data through Probit model, then according to the results of measurement, we concluded that seven factors such as the level of education, family annual income, family woodland area, whether there exists any borrowing, plantation age, replacement cost per acre and distance from home of non-commercial forest "is of great significance to Fujian province individually-owned non-commercial forest compensation standards. According to the problems existing in the investigation and the empirical results of measurement, we put forwards following suggestions for non-commercial forest construction to the government. First is to increase the compensation standard, improve the enthusiasm of farmers. Second is to compensate by category and consider relevant factors. Third is to introduce the corresponding loan supporting policies. Four is to strengthen the cultural education, improving farmer’s quality. Five is to improve the non-commercial forest corresponding laws and regulations. Six is to build a perfect non-commercial forest compensation participation system.
