Shanxi province is the important resource and industrial region in china. In recent years, with the speeding up of industrialization and urbanization, human settlement environmental problems such as haze weather, green space reduction and traffic congestioan were highlighted. How to realize the coordinated development of economy and the human settlement environment under the background of the 12th five-year plan and the construction of ecological civilization is one of the important problems facing in Shanxi province. Analyzing the human settlement environment theory and coordination development theory, selecting some evaluation indexes reflecting urban’s human settlement environment and economy development, and by using the principal component analysis method and the coordination development degree model, this paper makes a quantitative calculation of the coordinating degree of urban human settlement environment and economy of 11 cities in Shanxi province from 2002 to 2011. This paper also sums up the problems existing in the process of human settlement environment construction and economic development, and put forwards the countermeasures in the development of human settlement environment and the economy. Research results are as follows:(1) In time variation, the comprehensive economic level and comprehensive human settlement environment level of 11 cities in Shanxi province keep developing in the period of 2002-2011. Economy typs develop from underdeveloped to developed.Human settlement environment typs develop from very poor to general.The overall level of coordination degree is high.The coordinated development degree is growing, and the types develop from dislocation to good coordination. The development of settlement environment lags behind economic development after 2007.(2) In spatial variation, in the period of 2002-2011,the differences of comprehensive economic strength between 11 cities in Shanxi province is small, and the comprehensive economic level is reducing by the trend of "central region-south region-north region". The trend of comprehensive level of human settlement environment changed from reducing by "north region-south region"to"central region-south region-north region". The trend of coordinated development degree is changed from reducing by "north region-south region"to"central region-south region-north region". In recent years, the level is reducing by the trend of "south region-north region".(3) By analyzing the exiting problems, this paper puts forward the counter-measures and suggestions on human settlements environment construction and economic development in the future.Shanxi Province should strengthen the urban ecological environment construction and environmental management, improve infrastructure, optimize economic structure, strengthen cooperation with developed areas, promote the coordinated development of human settlements environment and economy. Shuozhou, Xinzhou belong to the type of "low level-low coordination", they should greatly improve the comprehensive strength of human settlements environment and economy. Linfen, Jincheng belong to the type of low coordination, they should improve the comprehensive level of human settlements environment.Taiyuan, Yangquan, Datong belong to the type of "high level-high coordination", they should maintain the high level of the coordinated development of human settlements environment and economy. Jinzhong, Lvliang, Yuncheng, Changzhi belong to the type of" medium level -medium coordination", they should improve the comprehensive strength of human settlements environment and economy, and put stress on improving the human settlements environment to reduce the lags in the future.
