Research On The Relationship Between Human Settlement And Economic Development Of Harbin

Human being has been faced with a question that how to coordinate the relationship between economic development and environmental protection."Cut down the trees according to seasons,and the wood can be used of sustainably.", the ancient Chinese advocated the thought of " oneness of man and nature"; To ensure that resources and environment in the intergenerational can be distributed、utilized and protected reasonably, The United Nations human environment meeting puts forward the concept of sustainable development. Furthermore, construction of "resource conservation and environment friendly" society was written in "The12th Five-Year Plan" by the CPC, which manifests that the idea has been putted into action. The city is an important symbol of modern civilization, and it is also the place where the human and the natural environment interact most intensely. Therefore, in order to deal with the relationship between human and nature properly, the relationship between urban human settlement and economic development must be dealt with firstly.Since the reform and opening, economic construction enterprises in all the big cities have been prosperous and people’s living standards risen sharply. However, while pursuing the growth of GDP, we have neglected environmental protection, which leads that problem is becoming more and more serious. As the capital of Heilongjiang province, Harbin is an important political center, economic center, cultural center and traffic center in northeast China. During the "eleventh five-year plan" period, Harbin’s GDP increased from179.64billion yuan to$366.5billion yuan, with an average annual growth rate of13.5%.Per capita GDP rose from$2790to$5583, with an average annual growth rate of13%.But, similar to most of cities in China, Harbin is faced with many problems in the process of economic development, such as serious environmental pollution、n resource shortage、traffic jam and unsoundness of infrastructure and so on. These problems threaten Harbin’s human settlement seriously and restrict Harbin’s economic development.Under the guidance of human settlement and economic development theory, this paper analyzes the relationship between human settlement and economic development in Harbin. It firstly introduces the general facts of Harbin’s human settlement and economic development. Furthermore, based on the method of principal component analyze and econometrics, the human settlement and economic development in Harbin from1995to2009is studied. And the results show that from1995to2009,affected by the main components of the level of the green and education,social security,and health service and food supply, the human settlement has gone through two stages namely the stage of improving significantly(1995-2002) and the stage of enveloping stably(2003-2009); From1995to2002, there exists Co-integration relationship between the human settlement and economic development in Harbin and doesn’t from2003to2009;The improvement of human settlement is the reasons of economic development in Harbin, on the contrary there is not the same relationship. Finally, based on the results of empirical analysis, this paper proposes policies and proposals which can promote the coordinated development of Harbin’s human settlement and economy. I wish that those proposals could be taken by Harbin Municipal Government as theoretical basis.
