| As the indispensable part in the public policy, thinking tanks play an important role in promoting the public policy toward scientification, democratization and achieving socialist political civilization. According to the Global think tank development report in 2013, published by University of Pennsylvania, China has owed 429 approved think-tanks. But actually, according to the Chinese think-tank report report in 2013, published by Shanghai Academy of Social Science, China now owns 2500 thinking tanks, which means that 83% think tanks in China are not up to standard of the global think tanks. Now we are in the period of new think-tank construction with Chinese characteristics, so the point is how to break through the original system, operational process, combined with national conditions, and create new thinking tanks to service decision, citizen, society. It is in favor of pushing theory of development, providing a scientific decision, promote national soft power.In the first chapter, with concept of thinking tanks with Chinese characteristics, the new concept of think-tank was elaborated and defined with Chinese characteristics. By the examination of the theory of the thin-tanks at home and abroad research, the shortage of the think-tank theory research in China was given. In the second chapter, the construction of the think-tank was summarized and analyzed. The factors of think-tank construction with Chinese characteristics were formulated. Learning from other countries, this chapter found the advantages of the think-tank of China. The third chapter tried to analyze the evolution of the process, basic situation in China, and find out the limitations of new think-tank development with Chinese characteristics. As an example from Liaoning, a targeted analysis of the cause of bottlenecks new think-tank construction is found with Chinese characteristics. In the fourth chapter, the measure in the construction of thinking tanks was proposed, based on political and social environment, for the official think-tank, for semi-official think-tank, for folk think-tank and for universities think tanks.Due to the national conditions, external factors, the restriction of its own factors, think tanks in public policy making does not play its proper role. On this occasion, it is important to discuss how to strengthen the theoretical research of new think tanks with Chinese characteristics, and how to play a role of think-tank in the public policy of the government. This article attempts to the construction of new think-tank with Chinese characteristics as a comprehensive channel, hoping it can realize resources integration, promote the development of democratic politics, and social openness, improve the ability of think-tank participation in policy making, and improve the quality and level of the public policy making. |
