Research On The Exit Mechanisms Of Indemnificatory Housing Of Jilin Province

As one of the most basic human needs, housing plays an important role in people’s life and it is the premise and foundation for people to conduct production activities. Housing not only plays its basic functions, namely, providing a shelter for people and the abstract care of “home”, but also plays an important social function.To speed up the construction of housing security mechanism, is the important guarantee of improving the housing conditions of middle- and low-income urban residents, implementing the policy goal of “everyone has his home to live” determined by the Eighteenth National Congress of the CPC. Housing is one of the most important problem of people’s livelihood. To speed up the construction of housing security mechanism, perfect multilevel construction of housing security mechanism, satisfy the housing needs of middle and low-income families, are of great significance to promote social harmony and stability.In 2007, the State Council issued “Some Opinions on Solving the Housing Difficulty of the Low-income Urban Family”, which aroused wide attention from all sectors of the community. Targed at the problems of housing difficulties of the low-income families caused by the relative lagged low-cost rental housings mechanism, economic affordable housing mechanism and related policies and countermeasures, it required to fatherly establish and improve the urban low-cost rental housings mechanism, improve and standardize economic affordable housing mechanism, gradually improve the housing conditions of other difficulty groups and also perfect the matching policy and working mechanism. This was the first time for China to incorporate the work of solving the hosing difficulty of low-income families into the government public service function.Since the issue of that opinion, Jilin province has started the construction of affordable housing and tried to perfect the matching and corresponding policies and regulations. Since the implement of Housing Project for low-income families in Jilin, as a very important wellbeing project, it has played an extremely positive role in improving the housing condition problem in Jilin. With a remarkable effect, however, as the problem of how to perfect the access to affordable housing, especially the withdrawal mechanism, there are a lot of problem to be deliberately discussed and explored. Based on the study of the countries and regions with developed market economy, it is easy to see that feasible access mechanism and real-time effective supervision of that progress are the preconditions of enabling the withdrawal mechanism to be conducted smoothly. Only making the perfection of the withdrawal mechanism of affordable housing, can we ensure the wellbeing problem to achieve the predetermined goal and so as to let Jilin province to make sure that broad masses of the people have their homes to live. How to improve the affordable housing withdrawal mechanism of Jilin province is an important problem to be solved urgently.Through the intersectionality and integration of discipline, blending the economic theories as rent-seeking, game playing and management, this paper has made deep analysis of the existing causes of the withdrawal problem of urban affordable housing in Jilin, which makes the subject research have rich theoretical basis, and fatherly enriches the existing housing security theories of Jilin province. Targeted at the blind spots and loopholes of the laws and regulations of Jilin urban affordable housing, this paper has explored the urban affordable housing withdrawal mechanism suitable for Jilin province, so as to provide theoretical guidance for perfecting the urban affordable housing laws and regulations in Jilin province.The whole paper is divided into four parts as follows: the first part has determined the research object and method, and also defined the related main concepts, made full theoretical researches on the affordable housing withdrawal mechanism; the second part has applied the literature review and summary method in combing the current situations and development of affordable housing both at home and abroad since Jilin implemented the housing security policy, briefly summarized the withdrawal policy and management measures of housing security in Jilin, specifically illustrated the policies and management measures of the housing security problem abroad, meanwhile, it has also used the comparative analysis method to study the reasonableness and effects after the implementation of affordable housing in Jilin; based on the review and analysis of housing security policies and management current situations of Jilin, the third part has applied the Case Analysis Method and Empirical Analysis Method to analyze the existing problems and reasons of Jilin housing security policies and management from several aspects as policy setting, laws and regulations, management and implementation. On the analysis of the existing problems, in combination with the practical needs of Jilin province, the fourth part has put forward the overall train of thought and concrete suggestions of improving Jilin affordable housing withdrawal mechanism; the fifth part is conclusion; and the sixth part is the acknowledgments.Through the detailed investigation of the current situation of Jilin urban affordable housing, based on the experiences of comparison and reference of the urban affordable housing construction both at hoe and abroad, this paper has explored the urban affordable housing withdrawal mechanism suitable for Jilin province so as to perfect the related laws and regulations of Jilin urban affordable housing. In the meanwhile of guiding the development of Jilin urban affordable housing, it hopes that this paper can provide experiences for those less developed provinces to promote the affordable housing construction.
