The founder of Microsoft and the world’s richest man Bill Gates had predicted:" Two technologies will profoundly alter our world views as we move into the 21st century-computers and biotechnology." With the development of network information iteration, network industries, companies and people dependent on economic survival are emerging. Cross-border e-commerce is one of the patterns. GW company was founded in Shenzhen in Sept.2008, is an cross-border e-commerce network technology company. As a result of rapidly rising of industry, GW companies has also developed in lighting speed, and formulated a performance management system matching enterprise development, which became an internal advantage of helping whether GW can survive and outstand in the cross-border electronic commerce field with fierce competition. Therefore, we conduct in-depth analysis for GW on the performance management change based on strategic decisions. It’s not only conducive to understanding strategic guidance on performance management and performance management is the strategic implementation of paving stones, but also it’s an important reference to similar companies formulating performance management system.This article was divided into 6 chapters. The first chapter is an introduction, and mainly introduced the research of background, meaning, methods and content of GW strategy-based performance management system. The second chapter is an outline of strategy-based performance management system theory. The third chapter is the status quo and development trend of cross-border e-commerce industry analysis and GW’s briefing. The fourth, fifth and sixth chapters defined three stages:the rise, development and transition period according to GW’s development process, focusing on analysis of GW Selected Application among these three stages based on different strategic decision, which is through SWOT analysis advantages GW’s internal conditions, weaknesses, external environment, and the threat, matrix analysis based on GW products sold by the company, showing the company’s strategic positioning, which worked out with suitable performance management system. Take sales staff positions as an example. During rise period, as the entire market emerging, relaxed environment, a small competition, by focusing the product in order to achieve the rapid occupation of the market, as a new company, everything is in exploration, a simple evaluation of the fixed salary plus commission as content of performance management. During development period, the company has formed a certain scale, through job subdivision, the division of labor to resist peripheral pressure, through a variety of competitive products have combined to consolidate the advantage gained in the early, so the individual and team performance as a comprehensive evaluation manage Content. During transition period, the global market competition, through a comprehensive rich product line, widen the gap with competitors, while working to reduce employee fatigue, balanced scorecard KPI based performance management as a comprehensive evaluation content. Conclusion is the lack of research results set forth herein, and of this article and future research.
