Research Of Economic Development Zone’s Land Intensive Use Evaluation

Economic development zone is the main force to promote regional economic transformation, to agglomerate force of regional development and stimulate the regional growth of economic. At present, our country economic development zone has become solid strength to promote regional economic development. But in the process of development for a long time, the Economic Development Zone pays attention to the expansion and scale, despises latent capacity and efficiency, which has not been effectively resolved. The Economic Development Zone’s intensive land use evaluation will effectively solve the Development Zone’s land utilization, promote economic development zone land resources rationally and effectively use and constructed efficient and intensive industrial land use pattern.Nationwide Economic Development Zone’s land intensive use evaluation wants set up in 2009 by Ministry of Land and Resources "Trial of Development Zone land intensive use evaluation" plays an important regulatory role in promote land intensive use. Due to China’s vast territory and abundant resources and the development level differences largely in eastern and western regions, the land intensive use in different areas and different stages of development zones will have significant differences. Now in practical terms, part of the economic development zone has the land intensive using evaluation results, in horizontal ratio and longitudinal objectivity is questioned by many people. Under such a background, perfecting Economic Development Zone’s land intensive land use evaluation methods and improving the impersonality and scientific of evaluation results are important way to carry out the evaluation of land intensive use of Development Zone and improve the result’s use of results in application value.Based in Xuzhou City Economic and Technological Development Zone’s land intensive use evaluation, this article points out the problems of land intensive use evaluation from evaluation subject, evaluation content, evaluation methods and evaluation indicators. This article also uses public management theory and the land management theory etc. to analyze the land intensive use evaluation problem’s reasons, and explores to establish a more scientific land intensive use evaluation method of Xuzhou City Economic and Technological Development Zone. Besides, this article plans to put forward specific suggestions to government departments to establish a more practical and operational Economic Development Zone land evaluation methods.
