The development of low-carbon economy is one of the main ways to sustain the economic growth. Since the policy of reform and opening-up, China’s industrial economic growth has made remarkable achievements. The improvement of industrial structure, reduction of energy consumption and promotion of core technology in key areas are mainly due to the fact that we continuously increase the investment of technical innovation. The industrial enterprises have significantly improved the resource use efficiency by importing and applying the advanced technology of energy and water saving. However, due to the implement of the energy conservation and emissions reduction policy, the high speed of economic growth in industries has been turned into middle high spped with7%and8%. The problems, such as environmental deterioration, quality decline, unreasonable structure and resources exhaust, need to be settled by using technical transformation. Although technical import can used to increase the growth of economics and saving the energy, it must consume lots of capitals and cannot settle the long-term economic growth down. In addition to the technical import, technical transformation also plays a crucial role.Therefore, we should increase the amount of technical import and transformation to develop the capabilities of enterprise core research and development when accelerating the change of economic development pattern. China is a large population country, so it’s particularly important for us to promote the high speed of economic growth and clearly see the determinants of the performance of enterprise technology innovation in the constraint of resources and environment. It also do favor to the adjustment and improvement of economics growth and realize the sustainable development. Therefore, we should increase the amount of technical import and transformation to develop the capabilities of enterprise core research and development when accelerating the change of economic development pattern. China is a large population country, so it’s particularly important for us to promote the high speed of economic growth and clearly see the determinants of the performance of enterprise technology innovation in the constraint of resources and environment. It also do favor to the adjustment and improvement of economics growth and realize the sustainable development.This paper based on the technical heterogeneity provides a model to measure the technical innovation efficiency and analyze its influential factors under the constraint of carbon emissions reduction. The proposed model combines directional distance function with meta-frontier approach to measure the technical innovation efficiency and decomposes the inefficiencies of technical innovation into the inefficiency of allocation and the inefficiency of technical gap. The suggested model is employed in analyzing30China’s provinces for the period2001-2011and we use the Tobit model to determine the influential factors of technical innovation efficiency improvement. Our results show that:(1) The eastern area of China has the highest levels of average technical innovation efficiency, which is followed by provinces in middle area and provinces in western area. The three areas have the distinct technical innovation frontier, which illustrates that the three samples are from different populations. Although there exist large technical heterogeneity among the three areas, the trend of technical heterogeneity among them is narrowed down.(2) The main cause of the inefficiencies of technical innovation among provinces is the low enfficiencies of allocation. Besides, the inefficiencies of technical innovation in middle and western areas are due to the gap of innovation technologies among the three areas. Therefore, improvement of the efficiencies of allocation can significantly promote the levels of technical innovation efficiencies.(3) Based on the relative theories of economics, firm size, equities, FDI, export dependence, technical transformation expenditure, technical import, absorbing capacity and R&D personnel have positive effect on technical innovation efficiency, while technology purchase, R&D capital have negative effect on technical innovation efficiency. However, the empirical result shows that the effects of equities, export dependence, technical transformation expenditure, technical import, R&D personnel and technology purchase are not significant.(4) Industrial R&D capital has a negative effect on technical innovation efficiency. There exsit two main reasons. One is that the capital stock of non state-owned enterprises is relatively low and lack of the strong support of local governments, so the over increasing of R&D capital in short-term will increase the burden of enterprises; the other is the ineffectively protection of intellectual rights, which leads to the levels of efficiencies of those areas are low. Industrial R&D personnel have a positive effect on the technical innovation efficiency, which is mianly due to the fact that non state-owned enterprises have the advantage of regulation and talents. Therefore, the non state-owned can promote the technical innovation efficiency through the effect of R&D personnel on technical innovation.
