In recent years, the problem of China’s co2emission has been attracting more and more attention while great progress has been being taken in his development of economy. As for Anhui Province, to a large extent, the process of industrialization will make not only the nation’s but also the province’s situation of co2emission problem more serious. However, it is found in earlier studies that the more progress in technology, the less pollution we make. In this paper, from the view of technological progress, related problems of co2emission in Anhui is studied. In this paper, following main topics is discussed:(1) At the province level, Anhui as well as some related provinces’ energy-related co2emission and their total factor productivity in industry are estimated. The relationship between co2emission and productivity is explored and a simple regression model based on panel data is structured. Furthermore, an index of low-carbon productivity is designed and introduced to compare with the scenario above.(2)At the sector level, energy-related co2emission in manufacturing, low-carbon productivity and other related variable are estimated. The panel data model above is extended with more variable included. Finally, R&D efficiency is also estimated by using DEA-CCR model and DEA-BCC model.(3)Related information is integrated to study the specific current situation of technological progress and low-carbon economy.(4)Some related suggestion is put forward. Thus, main conclusions of this study are drawn:(1)Although average co2emission in industry of the samples is increasing during the recent years, the trend is much more like a logistic progress. The regression model indicates that there’s a significant positive correlation between co2emission and the scale of the industry while there’s a negative correlation between co2emission and TFP as well as low-carbon productivity. In fact, the model using low-carbon productivity has a more significant regression result. The result of Anhui’s low-carbon productivity index is better than most of the provinces in the samples selected.(2)From the view of sector, it is also found the basic correlation above. And it is found that there’s no significant correlation between co2emission and international trade in manufacturing sector in Anhui. What’s more, the positive correlation between co2emission and energy price is found as well. In terms of R&D efficiency, most of the sectors in samples have bad efficiency under the DEA-CCR model, but a good efficiency in DEA-BCC model, which indicates their efficiency of scale about R&D is poor. It is found there is a positive correlation between R&D efficiency and low-carbon productivity as well.(3/Through clustering the samples in manufacturing sector, it is found that most of them are characterized by low carbon emission, low value added of industry, low low-carbon productivity and low R&D efficiency compared with the manufacture of non-metallic mineral products and the industry of smelting and pressing of ferrous metals. From the micro view of enterprise, in recent years, each typical company has made progress in developing low-carbon economy by R&D and (or) technology transfer. From the view of the field of new energy, some new technology develops well in Anhui Province such as PV, unclear fusion etc.
