As the real estate market booms, the prices have been stubbornly high, far beyond the affordability of low-income groups. The public housing policy, especially the public rental housing policy, as an important measure to solve the problems of the dwelling difficulties of urban low-income groups,has drawn more and more attentions. Public rental housing owned by the government or the public organization, its welfare will cover all the middle-income and low-income groups including the migrant workers, the new generation of migrant workers and urban residents, university graduates which the government provides reasonable rents below the market rent price of the housing. Since2010, Chongqing began to construct public rental housing in a huge scale. By the end of2014, the total construction area has reached 44.75 million square meters, while the number of the admitted applicants is 185,000 which ranks the tops all over the nation,how to handle well such a large work of public rental is a huge challenge for public housing construction of Chongqing. It is critical to establish a sustainable operation and management system of public rental housing for the long-term development of public rental housing.Therefore, it is no doubt that the public rental housing vacating mechanism has been the most important point. A good vacating mechanism will greatly facilitate the resource recycling of public rental housing,the efficiency of the use of public rental housing,the reduction of the resource waste of public rental housing in order to achieve sustainable development of public rental housing.This paper describes the definition of public rental housing and vacating mechanism firstly, then analyses the development of public rental housing and vacating mechanism of some important domestic first-tier and second-tier cities in comparison. Then the paper introduces the background of the origin of public rental housing,the development of it, and the present situation of the vacating mechanism in Chongqing, which are the bases to explore the problems of the vacating mechanism of public rental housing of Chongqing in order to set the empirical research on. The research focuses on the willingness of the tenants to vacate the public rental housing, which is the key point to analyze with the binomial logistic regression model. In the three public rental housing communities in Chongqing,the data of the willingness about vacating of the tenants has been collected by the form of questionnaires. Through statistical analysis it is summed up that there are seven variables affecting willingness to vacate indicate significant.They are marital status, education status, number of family members, work status,family income, attitude to elastic rents and attitude to stimulus policies while education status and attitude to stimulus policies are the two most significant factors. Finally,through the above analyses, some suggestions are made to solve the development problems of the vacating mechanism of public rental housing in Chongqing.
