The 16th National Party Congress put forward the comprehensive construction of a well-off society,and its focal point is in the rural areas,the difficulties is farmer,the key is to improve the quality of the peasants.At present,our country agriculture and the rural economy is in a crucial stage of development,farmers are the rural areas construction a well-off society's main body,the level of quality of the peasants will directly affect tend decide the rural economic development.Guizhou Province is an agricultural province,its rural population accounts for 85%of the total population,and the rural human capital investment is serious insufficient which is affecting the rural economic development and the income levels of farmer enhancement.This paper is taken the Guizhou Province countryside human capital the returns ratio which receives to the farmer as a main line.The author analyses and evaluates Yuqing country' countryside human capital present situation and the income of the farmers in Guizhou Province.This paper first to the China human capital investment the rate of return research related literature was simple overview,pointed out that before studies the of shortage mainly manifests in replaces the national sample by the city sample,and education the returns ratio to replace the human capital investment other aspects rate of return.Then the author analyses and appraises to its present situation and the farmer income With qualitative analysis method,by the rural labor force age,age of job,year of education, the state of health,the training condition,the political appearance as well as the medical care disbursement and the cultural disbursement receives the growth relations as the variable and carries on the farmer the quantitative investigation on the growth of peasant incomes.In this foundation,this article has done the detailed research to its analysis result,summarizes the restriction factor of the countryside,human capital investment At last,the author puts forward the countermeasure proposal.
