Research On Innovation Performance Evaluation Based On Management Reform For Institute Of Genetics And Developmental Biology, CAS

Performance evaluation has very important significance for every institution. We can evaluate the situation of the policy only through the execution results. For scientific research institutions, the model of performance evaluation will have the direct impact on the enthusiasm of researchers and further affects the long-term development of the institution, researchers are willing to put more energy into work, and the result of this kind of performance evaluation model is bound to achieve a positive effect. Therefore, we must pay much attention to the performance evaluation mode of scientific research institutions. This dissertation evaluates the research input-output for Institute of Genetics and Developmental Biology, Chinese Academy Science based on the above reasons. The works of dissertation are as follows:Firstly, the dissertation reviews the performance evaluation model at home and abroad analyzed the background and significance of the topic, studied the theoretical basis, purpose of performance evaluation and the designing principles of research performance indicators.Then, the dissertation summarized the innovation performance evaluation systems of CAS(Chinese Academy of Sciences) institutes based on the theme of CAS innovation, further analyzed the performance evaluation modes and the evaluation methods for CAS institutes.Secondly, this dissertation made the vertical and horizontal comparisons of innovation results for Institute of Genetics and Developmental Biology. Vertical analysis of the innovation effectiveness for 14 years was done for Institute of Genetics and Developmental Biology based on the DEA model; horizontal analysis was compared with Institute of Applied Ecology, CAS, advantages and disadvantages were found from the comparison.Finally, the dissertation proposed the reasonable suggestions for the future development of Institute of Genetics based on the vertical and horizontal analysis, more far-reaching proposals were proposed for CAS reforms.
