A Research On The Current Situation Of The Development Of Sichuan Farmer Cooperatives

Since 1982, china has established the system of unified management combined with independent management, taking the household contract management as the foundation. The peasant households got the right to produce and manage land by themselves, which has greatly promoted the development of agricultural production, witnessed by the fast development of rural economy, the increase of the income of rural inhabitants and the improvement of living standard. Nevertheless, comparing with the urban industry, rural economy is still in a relatively backward level, and the income gap between farmers and urban residents is still large, especially the gap of disposable income. the gap between urban industry and rural economy is still large, rural residents and urban residents income is showing a trend, that has expanded each year. So, how to make agriculture adapt to the market economy and how to Increase production to increase revenue?This is the solution of "three rural" issue that is a major key.Following the marketization of agricultural products and the internationalization after join the WTO, the production mode of "struggler-type" workshop couldn't adapt to the development requirements of rural industrial economy. While the rural professional cooperative organization offers a preferable method to the contradiction which provides surviving and developing space for the rural cooperative organization. As seen by the practices at home and abroad, effective organizing system plays a significant role in improving the competitive force of agricultural in market and the total performance. But at present, the unionization of farmers in China is still in s low level, some areas with no effective cooperative organization, and some areas with cooperative organizations in different development levels, but almost in primary development stage. There exists a lot of problems in the development process, so cultivating and perfecting resultful farmer's cooperative organization system can dramatically promote the rural industrial development and increase the income of farmers.Considering said situation, this paper made use of a district and a county of Meishan of Sichuan Province in western China as survey samples, investigated and visited three sections, namely farmers, officials responsible to cooperatives and governors of agricultural sections, involved in the cooperative organization in the form of deep interview. According to a large number of field surveys and gathered materials, this paper comprehensively analyzed and studied the state of development of the local farmer cooperative organizations with the method of qualitative analysis and quantitative analysis. The author concluded that the cooperatives currently encountered the following problems:difficulties in capital raising, non-standard internal management, lack of human resources, weak brand consciousness of officers in charge of the cooperatives, insufficient advertising, shortage of government support and backward support measures. Those problems are caused mainly by the external macro economic environment and the internal micro management factors of the cooperatives. At last, integrating the existing practical experience of China and Western Countries, this paper put forward several measures, including enhancing the culture advertising of cooperatives, financial and tax support from government and the internal management of the cooperatives, to improve the development state of cooperatives and further to serve the development of rural industrial economy.
