Analysis On The Affecting Factors Of The Loan Availability Of Farmer Specialized Cooperatives In Harbin

Implementation of the household contract responsibility system in the early 1980 s was an important land system changing in China.The system which broke the land owned by the collective implemented the "the Separation of Two Rights" and established the household contract management model for household unit.However,with the development of the era,agriculture was evolving,land circulation becomes normal and insufficient system gradually appeared.Lacking of cultivated land area,no enough clear land property rights,the land deadline problems that beset the farmer’s production and it is necessary to reform.Therefore,the farmer specialized cooperatives arises at the historic moment its production and operation scale conform to the requirements of the times.The establishment of cooperatives which reduced the risk of traditional agricultural management and guaranteed the interests of members of the organization,has mutual characteristics.Hei Longjiang province is famous for agriculture,through land circulation,members into the cooperatives,sharing cooperation as well as contracting way to gain the land,land intensive management become normal.In 2016 President Xi mentioned in the inspection,farmer specialized cooperatives is the development direction in Fu Yuan.This important instruction stressed the importance of the farmer specialized cooperatives once again.Harbin as the capital city of Hei Longjiang Province,one of the deputies to the national agricultural city,the development of cooperative has a representation.In 2012 Harbin Municipal Government published "To speed up a number of opinions on the development of farmer professional cooperatives",from the ideological,policy measures and related requirements accelerated the development of cooperatives,providing a direction to promote the healthy development of Harbin cooperative,among them strengthening policy support and financial credit support provided nutrients and incentive for the growth of cooperatives.With daily production of cooperatives,the expansion of cooperatives,mode of operation gradually diversified,some problems followed,one of the more serious problems is the shortage of funds.Low profit level,lacking of compliance pawn insufficient,short of innovation about financial products and lacking of policy support are factors plaguing the development of cooperatives.Farmer specialized cooperatives in Harbin has the loan demand of formal financial institutions,however,some causes of formal financial institutions funds cannot be fully supply,the formal financial institutions’ funds cannot supply the demand of cooperatives in full supply fitting demand for cooperative,resulting to the affection of availability of loans,and the loan satisfaction is low.Therefore,on the basis of existing research,this paper puts forward factors may affect loan availability of the farmer specialized cooperatives in Harbin.According to the actual data through binary Logistic model research on the influence factors of the loan availability about cooperatives to get analysis.The results show that improving high profit level,fixed upstream and downstream enterprises,expanding the compliance of the fixed assets scale,with a credit system and improving the level of policy support,are helpful to increase cooperatives loan availability.In the end,from promoting cooperative strength,perfecting financial services,creating a favorable external financing environment and so on to promote the loan availability.
