Research On The Model Of Agricultural Innovation Diffusion Based On The Cooperative Organization In Hebei Province

Since the Law of the People’s Republic of China on Specialized Farmers Cooperative issued in July 1, 2007, our farmers’ cooperatives have been growing rapidly. Farmers’ cooperative organizations centered the farmer cooperatives played an irreplaceable role in promoting rural and agricultural development in China. Additionally, the modification of the law on Agricultural Extension combining with the first policy document of 2015 on the "three-mentioned rural issues" both highlighted the role of farmers’ cooperative organizations acted as the main body of agricultural innovation diffusion. However, a kind of reality was indicated through the interviews with the department and personnel of supplying and promoting agricultural technology, and field surveys in rural areas----the role of a large number of grass-root farmers’ cooperative organizations is not definite. Especially, the role of its main body of the agriculture technology innovation diffusion, which is an important role of International Cooperatives, generally has not been given more attention. Under the above-mentioned background, this study described the current situation of agricultural innovation diffusion in Hebei province based on the literature reviewing, informant interview and questionnaire surveys; also it analysed the status of agricultural innovation diffusion model operating based on the farmer cooperative organizations in Hebei Province and put forward the problem of its whole process. Then this paper summarized the experiences from the international farmers’ cooperatives and Guoxin Federation of Agricultural Technology Service, so that it could provide references for Hebei province. Finally, this paper proposed some countermeasures for promoting the implementation of agricultural innovation diffusion based on the cooperative organization in Hebei province. Based on the analysis of specific cases of Hebei Province, this paper innovatively summarized and structured the model of agricultural innovation diffusion, which was based on the participation of farmer cooperative organizations. It will provide the helpful references for the related departments and the coming researchers.
