The Research On The Development Of FPCEO In Hebei Province

Farmer Professional Cooperative Economic Organization (FPCEO) is another system innovation in China after the Household Contract Responsibility System. It effectively links individual farmers with socialized large-scale market so as to make it more organizational for farmers to enter into the market, to make China's agriculture more competitive in the international market, and to guarantee the legal rights of farmers. However, the FPCEO in Hebei is still in its initial stage so it will inevitably be confronted with many problems. Therefore, it seems more essential to grasp the direction of FPCEO'development and formulate related policies based on the investigation on the current situation and influential factors of the Hebei FPCEO in the environment of the recent implementation of Farmer's Specialty Cooperative Law.On the basis of empirical analysis on the development of FPCEO in HEBEI province, the paper analyzes the limiting factors of Hebei FPCEO from the angle of farmers,its internal working mechanism and external environment.Finally,the path for further development of FPCEO in Hebei province is given.Chapter one briefly introduces the background and importance of the subject.clarifies some relevant concepts, and explains the research objects and ideas.the history and status of FPCEO at home and abroad are introduced,which provides a valuable reference for following chapters.Chapter two focus on the development level and existing problems of the FPCEO in Hebei on the foundation of investigation into Hebei FPCEO.Chapter three studies the effect of the FPCEO on farmers'income increase,in the case of Nangong Dazhao cotton cooperatives. On the one hand, we conduct a questionnaire survey on farmers joining in FPCEO and those who do not about the difference of agricultural productivity, sales and output, farmers'income, etc., with the purpose of working out the relationship between FPCEO and agricultural development as well as farmers'increased revenues. On the other hand, we quantify this relationship with the help of the questionnaire data.Chapter four is dedicated to explaining the limiting factors in the FPCEO development from the perspective of farmers. it mainly includes a theoretical analyze model of the behavior decision of farmers taking part in the FPCEO,and the theoretical hypothesis of the factors that affect the behaviors. And using the investigation data about FPCEO in Hebei province to demonstrate about theory that with the part.Chapter five analyzes the limiting factors of FPCEO in Hebei from the angle of its internal working mechanism and external environment. After the research of its property relations, organizational structures, democratic management mechanism, interest mechanism, financial system, self-management mechanism and farmers'evaluation and expectation on government supporting policies, we study the influential factors of the development of FPCEO in Hebei.Chapter six draws a conclusion on the basis of theorey and empirical analysis ,and puts forward some advice from the perspective of farmers,FPCEO,government to promote the development of FPCEO in Hebei. The advice will be brought forward under the framework of Farmer's Specialty Cooperative Law with consideration to the objective conditions of Hebei.
