In recent years, the situation of China’s economic development rapidly, especially the development of China’s real estate industry, in the past more than ten years accounted for the main indicators of the Chinese economy, driven by the construction industry from upstream to downstream of high-speed development. But in recent years, the national economic structure has changed, the real estate economy entered a new normal, the construction market has shrunk. Affected by the shrinkage of the construction market,construction general contracting enterprise faced with insufficient, task, the situation of not enough to satify everyone in market competition sharp fierce, malicious competition situation is not uncommon. According to incomplete statistics, the overall contractor tender benefits will continue to float downward, standard of nearly 5 years ago benefit rate by about 3% downward float to about- 5%, especially in the past two years to float downward obviously, even before the standard 10% loss of bidding, competition has reached a white hot state. Enterprise management, national characteristics, construction general contracting enterprises are state-owned enterprises, overall management level needs to be improved,the traditional state-owned enterprises management orgnaization overstaffed, efficiency is not high, and do not have a strong awareness of cost management of mostly existed.This study takes the Z project of SJ company as the model, and analyzes the space of the SJ company in the present operation, and the cost management can be further promoted by domestic and foreign cost control theory.. Mainly from the establishment of the company, employee management performance assessment, centralized procurement and other aspects of the analysis. At the same time, with the current era of big data, information technology is highly developed today, how the traditional construction enterprises use management and current information technology to explore the possibility of a certain exploration. The current performance appraisal system is not perfect cause the cost control efforts are limited, the company centralized purchasing implementation costs as a result of the high, profitability is low, also due to the lack of information, leading to inaccurate data,personnel work efficiency low problem is proposed.This paper mainly suggests that we should establish the effective assessment system,only the assessment and incentive to implement the individual, to maximize the excavation personnel management skills. At the same time, we should strengthen the centralized procurement management, large purchase in exchange for low-cost. Should be implemented as soon as possible information management, in the current era of big data,information management in improving enterprise management cost, to avoid duplication of labor at the same time, but also can improve the work efficiency and accuracy.
