Research On Centralized Purchase Management Model And Performance Evaluation In EPC Projects Of C Company

Recently years, the EPC model is widely used in the construction of high-rise buildings and large industrial projects. In this construction model, the contractor no only need to undertake the design and construction of the project, but also bear the required material projects, procurement and maintenance of equipment, thereby ensure that the entire project aim. Procurement chain as a core part of EPC projects, plays a central role in linking the project management and coordination, cost control, quality control, schedule control, procurement model which uses in the project directly affects project quality, cost, and overall economic benefit. So how EPC project general contracting companies to optimize procurement model and strengthen procurement model performance evaluation is necessary.The research object C Company as a state-owned large-scale international professional engineering company, has completed one thousand projects at home and abroad, and most projects are based on the EPC Mode. C’s overseas EPC project procurement is a multi-disciplinary, multi-service cross-operation process, causing the cost of procurement links, long cycle, the host country market, the nature of the project and procurement target characteristics and other factors will purchase cost of the project caused by impact. With the increase in the company’s overseas EPC project of C, C Company’s existing procurement management a lot of problems, the original procurement model cannot adapt to internal and external environment of the moment, Company C of the original procurement model need to change.In this paper, based on analyzing the current and C, Project Procurement Management problems on the targeted proposed centralized purchasing management, the company’s redesigned C procurement organizational structure to be able to promote the implementation of centralized procurement program, re-sort C’s procurement process for orderly management of centralized procurement carried out to develop a centralized purchasing mode control scheme whereby the activities of the program’s key personnel and procurement of effective control. Then, the article focus from purchasing to enhance awareness, procurement of information technology, human resources management, strengthening supplier management and the establishment of incentive mechanism has formulated corresponding measures to ensure the implementation of centralized procurement management mode. Finally, for the centralized procurement management, performance metrics from purchasing and procurement efficiency indicators both built C centralized procurement management performance evaluation index system for the evaluation results presented corresponding countermeasures to increase.
