| The Third Plenary Session of the eighteenth and 12th session of the standing committee of the National People’s Congress 13th meeting, which held in February 2015. Both made a more in-depth exploration and reform for the circulation of rural collective construction land, especially for the stock of operational rural collective construction land. It has already been planned to make pilot in Beijing’s daxing district, to make the equally rights as the state-owned construction land in the market. But the rural homestead is still not included in this circulation range. However, the ordinary farmers who are most close to the rural homestead have showed the wish to roam the rural homestead. Meanwhile some people also support that we should open up rural homestead market comprehensively. So, it is essential to grasp the farmer’s real circulation wish for the rural homestead. And it based on the date to analyze the main factors affecting the willingness of farmers. At last, this paper propose some promoting reform of rural homestead circulation combining the existing successful practice of reform and the actual situation of the study area.This article is based on the results of previous studies lessons., and through the empirical analysis, decomposing the using and changing situation of the rural homestead in the study area. At the same time, through analysis questionnaires to understand the real willingness of the farmers. At last, it establishes the logistic model that measures the factors which affect the circulation willingness of farmers. Then, screen and analysis the affecting factors. This paper is divided into six chapters, four parts.Firstly, it is the current research and basic theories. It mainly introduces the current research、the background、significance and the basic theories of research.Secondly, it is the current situation of rural residential land in Shandong province. This paper takes Shandong province as the research object, by analysis the existing data of the rural residential land from 2010 to 2013. The study finds:the (per) rural residential land in Shandong showing rising trend year by year; per rural residential land is more obvious. At the same time, the study has showed that the rural residential land has relation with the terrain and GDP. In addition, rural residential land in Shandong also exist such problems as distribution of scattered and lack of efficiency. At last, it further explains that the rural residential land in Shandong vacant obvious and huge transfer potential, based on the national per capital rural residential land use standard.Thirdly, it is the study research based on the farmer’s willing of the rural residential land. This paper based on the different location and terrain characteristics, grant questionnaires to Qingdao、Linyi and Binzhou respectively. It totally grants 240 questionnaires, and recover 180 questionnaires. Then find out the basic features of farmers、the understanding of homestead’s transfer and the willingness of circulation. Secondly, analysis the divergence willingness of different individual characteristics、family characteristics、homestead characteristics and location characteristics, through the way of statistical analysis of qualitative. At last, this paper standing on the perspective of farmers, using the logistic model to analysis and filter the factors that affect the willingness, based on above research. The study find that the number of family、the income of family、the homestead utilization、the area of the homestead and the geographic conditions are the most significant factors for the circulation willing of the farmers.The last, it is about the innovation of the system of rural residential land for Shandong province. This part put forward some comments and suggestions that are beneficial to promote the reform of the rural homestead system. These suggestions are based on the existing successful practice of reform and the actual situation of Shandong province. Meanwhile, expand and prospect the related fields of this research. |
