Studies Of National Tax System Of Human Resource Management At The Primary Level

Since the reform of tax system came into operation in 1994, the quality of tax revenue has been steadily increasing, and human resources of collection and management has played an important part in it. Facing more and more complex and difficult daily collection and management work, the requirement of the human resources of tax revenue administration is getting more professional, more and more accurate.Tax collection and management is the implementation of the tax system, tax collection management process and means. As an important part of tax management, is the tax authorities according to the relevant laws and regulations, the implementation of management, collectively, check on tax revenue collection. Along with our country tax system reform, tax collection and administration also appeared diversity. Although the tax system more and more perfect, more sophisticated tax categories, but in the new administration management background, more and more difficult to adapt to the new situation and requirements, there are a lot of problems in daily management process, especially the influence factors of human resources is particularly prominent.Due to historical reasons, the human resources management of national tax system is not given enough attention. Along with the vigorous development of China’s economy, the human resource management of tax system has been paid more attention and applied in some cities and provinces of China, and gradually show its effectiveness.In this paper, through the study of the human resource management of domestic and international tax system and reviews, combined with the present situation of Pingyi County State Taxation Bureau of human resources management, good experiences and practices and achievements in recent years human resources management reviews the basic tax system, tax system and deeply analyze the appeared problems in human resources management further, put forward suggestions and measures to strengthen the human resources management of national tax system, in order to improve on our grass-roots tax department of human resources management suggestions.
