Research On The Evaluation And Developing Path Of Urbanization Quality In Anhui Province

Since the reform and opening up, with China’s rapid economic development the pace of urbanization has gradually accelerate, the urbanization rate has rapidly increase of 37.7 percent from 2001 to 2014 of 54.77 percent, reach the average level of the world. As a big agricultural country, the development of urbanization in China, contribute to solve rural problems, has great significance in promoting the development of industrialization, modernization and urbanization. So China will enhance the development of urbanization into national development strategy height, "Fifteen " Plan proposed urbanization as one of the five major national development strategy", Twelfth Five-Year Plan" proposed to be actively and steadily promote urbanization, enhance the quality and level of urbanization, The Party’s 18 report clearly stated " urbanization quality has improved significantly " the new requirements, CPC Central Committee and the State Council in March 2014 issued a " new national urbanization plan (2014-2020 years) ",to guide the healthy development of cities and towns.China has entered a decisive phase of building a moderately prosperous society, is in an important period of economic and social development and transformation, also in a critical period of urbanization quality improvement. Transition stage is full of contradictions and struggles of old and new, it must be a profound understanding of this complex situation, firmly grasp the great opportunity to enhance the quality of urbanization, accurately determine the new urbanization trends and characteristics, properly deal with risks and challenges to enhance the quality of the process of urbanization faced.First, this study collects the domestic and foreign theory of urbanization and urbanization quality, and analyzes them, put forward the content and features of urbanization quality and related concepts, proposed urbanization quality connotation and characteristics, discusses the current situation of urbanization quality research, summarizes the domestic and urbanization development experience, to prepare for future research.Secondly, considering the principle of comprehensiveness, scientific, representativeness, operability and people-oriented, comprehensive coordination of various factors, we choose some indexes like economic development, social services, residential, infrastructure, environment and urban and rural coordination six-level indicators,21 secondary indicators of the consumer price index, the TV coverage of the population, the registered urban unemployment rate, such as city gas penetration rate of urbanization in Anhui build quality evaluation index system. qualitative and quantitative analysis to select the combination of principal component analysis as the main method of evaluation, the mean treatment covariance data constituting each index, building Anhui Province Urbanization Quality Evaluation Model.Once more, from the longitudinal time sequence, through the collation of relevant statistical data of Anhui province from 2004 to 2013, measure the whole Anhui province and 16 cities urbanization quality, analysis of Anhui province urbanization quality situation and characteristics of the historical development, and the quality of urbanization types throughout the city for the urbanization, medium and high quality the lower three types according to the evaluation results, the analysis of advantages and disadvantages of each area development condition, reflect the regional difference of urbanization of Anhui province quality development; using comparative analysis method, the urbanization quality difference comparison of Anhui province and the national overall, the eastern coastal provinces, the western provinces, obtains the Anhui province urbanization quality is lower than the national average level and, due to geographical, economic, cultural, social and urban and rural development and the characteristics of different, between the various provinces of our country urbanization quality differences. In order to enhance regional urbanization quality related research on towns, this study selected the northern Anhui city group, Hefei Economic Circle, Wan jiang City belt and the southern Anhui city group the four in Anhui Province, the most representative of the region as the research object, analysis of urban the city group the level of quality characteristics and the development of urbanization, sum up experience and characteristics the development of the city group.Finally, the overall evaluation and analysis based on Anhui province urbanization quality, put forward the people-oriented, play the main initiative, promoting build people and city; improve the urban management system; constructing reasonable urban system path recommendations, and finally I hope these suggestions can be helpful to improve the quality of urbanization in Anhui province.In this study, the relevant evaluation methods such as principal component analysis of the quality of construction of the town comprehensive evaluation model, analysis and measurement of the quality of urbanization in Anhui Province, Anhui Province to explore the characteristics of urbanization development, advantages, disadvantages and trends, and in accordance with the actual concrete Anhui Province cases, make relevant suggestions. Urbanization build quality comprehensive evaluation model for the promotion of urbanization quality assessment and formulation of policy recommendations related to great reference value.
