The Estimation And Promotion Research For Urbanization Quality In Jiangxi Province

Since the reform and open in 1978, the economy in Jiangxi Province has developed rapidly in pace with the establishment and gradual perfection of market economy. In Jiangxi Province, the economic power has significantly enhanced, the urbanization process is speeding up with a better distribution and pattern, both city infrastructure and human settlement has improved a lot, and the urban and rural scenes has changed greatly. By the end of the year 2013, urbanization rate has increased to 48.87%. But questions still exist, mainly manifested as the urbanization level is not as high as the average level nationwide; the gap between urbanization levels in different cities is quite obvious; the urbanization haven’t developed in coordination with industrialization; urban areas don’t possess a strong gathering and radiation ability; the ecological condition is suffering increasing pressure and so on. In other words, the urbanization in Jiangxi has a fast speed but a low quality.In Jiangxi province working conference, the Jiangxi Provincial Party Secretary Qiang Wei pointed out, Jiangxi Province has entered the industrialization and urbanization "wheeled" new stage of development driven, improving the quality of urbanization has become a necessary requirement. Firstly, by studying the existing literature on the quality of urbanization, this paper redefining the meaning of urbanization quality. Secondly, in combination with the practical situation of Jiangxi province, and referring to the evaluation standard of China livable city, this article constructs a evaluation index system for urbanization quality in 5 aspects: economic development, ecologic environment, society development, life quality of residents and urban-rural integration, and using the analytic hierarchy process, to empower each index weigh. Then, using the theory of information distance and the theory of breaking point, this article makes a overall measurement to Jiangxi’s urbanization quality. According to the measurement result, the difference of urbanization between different cities is confirmed, and corrective actions have been raised to promote Jiangxi’s development better and faster.
