The global climate has experienced considerably changed,whcih become the world’s top ten outstanding environment problems. According to IPCC report in 2013, the main factor that contribute to global warming was carbon dioxide concentration was 40% higher than pre-industrial in 1750. The main cause of global warming is the increasing of greenhouse gas in atmospheric resulted from fossil energy consumption and land use changed. Land is the basis of human activity. Human activities, such as energy consumption, industrial distribution, economic construction,etc, have close relation with land utilization. According to the nineteenth century since the way of land use change the amount of carbon released by accounting for the amount of carbon into the atmosphere due to human activity as a third which was released by IPCC. Meanwhile city as the construction land and the consumption of fossil energy concentrated area, become the focus of low carbon and sustainable development research.Nowadays, Wuhan is striving to build a “low-carbon city” and”livable city”, in older to achieve the sustainable development. Therefore, Wuhan should update the traditional industry, chase environmental friendly, achieve the low carbon development of city. Firstly according to the data of various land use types and energy consumption from 1996 to 2012 in Wuhan. We find that construction land and cultivated land are carbon source, and other land types which were researched are carbon sinks; secondly this paper use improved Kaya identity and LMDI decomposition method to decompose the total carbon emissions factors. Then we get four main factors: structure of energy factor; the outs of land factor; intensity of energy factor and the scale of land factor. The research shows that the the outs of land factor and the scale of land factor which pull the carbon emission growth, meanwhile other two factors restrain carbon emission growth. Overall, the pulling effect is higher than the inhibition, showing growth of carbon emissions. Therefore the government put forward the optimized land use structure, increase the carbon sink area;Improve the efficiency of land utilization and fertilizer use, promote low carbon agriculture development;Also other measures should be done to Adjust the energy structure, improve energy efficiency;Optimize the industrial structure, reduce energy consumption;Controlling of the excessive growth of total construction land and industrial and mining land, optimizing land use structure of countermeasures and Suggestions, in order to promote the low carbon development of Wuhan.
