The aim of this paper is to study energy consumption and carbon emissions and seek carbon reduction strategies. To that end we analyzed from three aspects which were country, city and industry, based on LMDI. Firstly, we divided all industries into 8 parts in China based on industry classification of Statistical Yearbook. Then analyzed energy consumption and carbon emission of these 8 industries and studied on the decomposition of carbon emission factors. Secondly, we choose Tianjin as the abject of study, focusing on carbon emissions and influencing factors of Tianjin in 1995-2010, analyzed by scenario and considered the impact of structure effect especially. Finally, we focused on energy consumption and main influence factors of an energy-intensive industry-steel industry. The main results got from the study showed as follow:1. In the last ten years, with the rapid economic development, energy consumption and carbon emissions have increased substantially, but energy intensity has declined.2. At present, effects of economic and energy intensity has played the most important role on energy consumption and carbon emissions in China. The former boosted carbon emissions, but the later slowed down it.3. The effect of energy and industrial structure on carbon emissions cannot be neglected. More detailed industry division, cumulative quantity of influence factors, and scenario analysis proved this view.
