The Applied Research Of Patent Agent Based On The Competence Model

With the development of innovation economy, knowledge has become an important element in production life. In 2014, Mr.Li Keqiang the prime minister put forward and established the new goal of "To construct strong intellectual property right country" at the executive meeting of State Council. The number of patent application reached 263.1 thousands in 2014 in our country, an increase of 12.5%. That data ranked first in the world for consecutive 4 years. In 2014, our country’s patent agent rate has only been 72.78%, while developed countries’patent application submitted by the patent agency is more than 95% each year.This phenomenon indicates that the inventor and the applicant himself wrote a patent application in China are still a lot to see. Even if the patent application for text is authorized, the degree of full disclosure requirements will be relatively low. This is not conducive to the development of science and technology innovation achievements implementation and legal protection. It is important to improve the quality of patents with a high quality patent agency services. Therefore, the research of patent agent must be able to provide advantageous basis and reference for the development of China’s intellectual property rights.There are 6 parts in all text. The first part is introduction. It brings forward the research questions mainly through research background, and then brings forward this research’s significance, content and method. The second part is research summary. Making a systematic review of intellectual property intermediary services. Make clear the concept of patent agent, ability diathesis and research method. Finally, reviews the competent model, as the theoretical basis of this research. The third part is the establishment of patent agent competent model theoretical framework. The forth part is establishment and validation of patent agent competent model. The fifth part is the research of the patent agent competent model and performance’s relationship. Establishment the patent agent performance model and research the relationship between competent model and performance. The sixth part summarizes the whole article, put forward policy recommendations and gives the prospect of future research.This research adopts the method of combination of quantitative analysis and qualitative analysis, normative research and empirical analysis. Construction of nine factors of patent agent competent model and explore the positive relativity of competent model dimension and performance sub dimension. The competent model has some predictive of performance. At the same time, the conclusion of the research provided a science quantitative tool for patent agent selection, training, evaluation and quality improvement.
