People is the basic of a country, food is the basic of the people, security is the basic of the food. As an important part of the third industry of catering services, not only meet the demand of the diet of people’s multi-level and diversification, and is directly related to the broad masses of the people’s physical and mental health and life safety. Catering services, food production or marketing chain in the final, which is the most important one annulus, itself has the characteristics of obvious different from other industries, such as relating to the ready-to-eat food safety, low barriers to entry, many difficulties exist in regulation and so on, these certainly to the food safety regulation has brought the huge challenge. The exploring study of food safety regulatory issues at the grass-roots level, to give attention to food safety in the whole society today, has very important theoretical and realistic significance.In this paper, the regulation of catering safety as the research object, using theoretical analysis and empirical research, the combination of macro and micro analysis and combining the methods of literature research, comparative analysis, by using the theory of externality theory, market failure and food safety of quantitative classification management theory, analyzing some of the advanced experience of the developed countries and regions, puts forward the measures to improve food safety regulation.This paper is divided into six chapters. The first chapter is introduction, mainly introduces the research background and significance of this paper, and based on the research of the related literature at home and abroad, organize, guide, put forward in this paper, the research train of thought. The second chapter of catering services, food safety, food safety regulation such as concept made a clearly defined, which provides a theoretical basis for further research of this article.Thirdly, introduces the present situation of Dalian Jinzhou new district regulation of catering safety, from the achievements and problems of two aspects, analyzes the cause of the problems. The fourth chapter studies the advanced experience of foreign catering safety regulation. The fifth chapter in Dalian Jinzhou new district, for example, puts forward some countermeasures for improvement of catering safety regulation. The sixth chapter is conclusion.The innovation is in the fifth chapter of this article try to introduce the " whistle-blower system", suggested that our country should establish relevant system as soon as possible, to protect the interests of internal watchman.
