In recent years, Dalian Jinzhou New District as the first national Catering service foodsafety demonstration area and although by strengthening the daily supervision perfecting the supervision system strengthening the rectification implement quantitative classification management and create a series of measures such as demonstration project management,improved the level of small restaurant and beverage business management has obtained certain result, but due to the limited of restriction and supervision of the regulatory system resources,and many other factors, Jinzhou New District small catering management achievements downs as well as the national situations, rebound phenomenon is more common,especially in the prohibition unlicensed small catering business households, has become a danger to the Jinzhou New District people’s diet safety hazard. The existence of a large number of small restaurant has become the bottleneck of our catering services food safety supervision level.This article mainly discusses the current situation of Dalian Jinzhou New District small restaurant food safety regulatory research.The research significance research status and research ideas are elaborated at first, then combined with their own actual experience in food monitoring and field investigation, found the golden state new regulation are unlicensed small catering business problems, poor health status, measured high, the lack of comprehensive regulatory aspects of the outstanding problems that exist in the above problems and reasons are analyzed on the basis of the combination of advanced regions such as Japan, Hong Kong related experience, for Jinzhou new district of small restaurant regulatory problems existing in the process of feasibility analysis, put forward the feasible countermeasures. Thought to improve the small restaurant safety regulation should be forming regulation from the government, enterprise and society three aspects together, give full play to public opinion and the positive role of public participation, and specific measures are put forward.I tried to combine my job to make a break in the small-scale food safety regulatory research, and I hope to contribute a little to regulate the Jinzhou new district’s restaurant food safety management.
