The Urban Living Environment Investigation And Optimization Of Xinjiang Fukang

In the process of rapid urbanization of Fukang City, there have been many living environment problems, such as high density of population, lack of public service facilities, air quality continued to decline and so on. The quality of life for residents has been greatly influenced. Fukang City urban living environment needs to be improved.To study the Fukang city living environment, this paper use literature analysis method combining with the domestic and international development status, summed up 18 indicators that affect the living environment. On this basis, by adopting the different perspectives of residents and managers, the indicators of living environment were investigated in detail through the questionnaire survey and in-depth interview.In the data processing, this paper assign values to the 18 index satisfaction by Richter Scale and use factor analysis method to extracted three main components affecting the living environment of Fukang City, respectively are the urban environment factor, residential environment factor, and monomer environmental factors, which include 10 detailed factors. In this paper, the satisfaction degree of the 10 main components of the three main components is evaluated by using the average method, and obtain the advantages and disadvantages index of Fukang City living environment, combined with the analysis results of the managers questionnaires data.The advantage of living environment of Fukang City are the social security situation and city municipal infrastructure supply. But the lack of single building comfort management, inadequate Public service facilities, deterioration of air quality, inadequate level of property services, unbalance of the living environment resources allocation and other aspects are the main problems of the living environment.Specific measures proposed include in the single environmental factor, the emphasis is to improve the comfort of building, including the development of minimum standards for the management, formulating the comfort evaluation system based on the combination of testing organization report and resident evaluation to take the comfort index into the project completion acceptance workIn the residential environment factor, cultivating a mature property services are as the focus, including regulating the property services industry service standards, accelerating the owners committee standardization construction, and increasing the supervision and examination of three measures.In the urban environment factor, strengthening the financial investment of basic public services, the public service facilities of medium-range management, the pollution source management, the air pollution control and innovating regional management mechanism, etc..are proposed.In addition, in the balanced configuration of living environment resources, three measures which include thoroughly supporting architecture investigated of residential environment resources with community based organization, pouring the government resource allocation fund to the area of poor living environment, smoothing flow the new public participation channels with network and mobile as a medium are proposed.
