With the rapid development of Chinese space industry, China has the ability to access five basic capabilities, which are space, satellite manufacturing, space exploration, aerospace foundation and security. Meanwhile, during continuous development in the field of aerospace, it is also very significant in many aspects such as strengthening the national defense, enhancing international influence as well as nation pride. These achievements are not only relevant to strong support and strategic guidance from national level, but even more relevant to the non-stop exceeding and constant innovation in the field of aerospace.There is no doubt that the importance of Technological innovation are extraordinary in the field of cutting-edge technology such as aerospace, however, innovation usually means the breakthrough to the characteristic of the original things as well as to reach a higher level of new objectives, and during this process, there are many independent and interactional factors existed which are often with extreme uncertainty.The research and manufacturing of aerospace is a innovated system engineering including a series of complex processes of design, manufacturing, assembly and launching, it is also with a huge uncertainty and technique risks.Even with a little careless, the least consequence is that pre-research cannot be approved, which leads to a huge waste of manpower and material resources, or affects the funds and progress of new aerospace products model which could possibly cause the failure of reaching the product performance. The serious consequence would lead to the failure of entire mission; even cause the casualties.Normally through the study of technological innovation and risk management, several elements can be identified which have the influence on the success of enterprise technological innovation, but aerospace project is a quite special which also has the close relationship to the building of national defense capabilities and other macroscopic factors. The paper is written to establish a series of risk management framework, which is suitable for the characteristics of aerospace research and manufacturing circle. It is based on comprehensive understanding of the characteristics of space program, current status of risk, as well as the study and implementation of risk management.In addition, combined with years of management thinking of aerospace system engineering and using practical experience of a certain project so that we can be able to fully identify the risk elements of technological innovation of aerospace program in whole system, process and factors. By introducing the concept of innovative influencing factors ratio to quantify the seriousness and possibility of risk program consequences, a compressive reliable risk analysis and assessment matrix are established. Moreover based on assessment results, an applicable method is generated to eliminate, reduce or transfer risks in order to ensure the quality, progress and optimized cost to have a smooth implementation of the new developed aerospace project and make sure the success of research and manufacturing project on maximum extent.In this paper, the method of literature review, quantitative and qualitative analysis are going to be used. Throughout specific risk management process of a certain aerospace project, it reflects the unity and practicality on combination of theoretical research and actual case verification. It could be the reference for risk management of similar large-scale innovative projects.
