From the view of ten years’ practice, Construction Agent System could adapt to the situation of our country indeed, it can reduce corruption from government officials,and also improve the efficiency of project management. From the view of the Construction Agent System’ operating mechanism, construction agent enterprise is at the core of the project management, construction agent enterprise’s comprehensive strength is related to the success or failure of government investment projects. The country government projects are actively implementing Construction Agent System, but a mature project management mode requires long-term continuous exploration and practice, although the Agent Construction System has more than 10 years of development in our country, its related mechanism is not perfect, it shall be in the primary stage. In the aspect of the selection mechanism of agent enterprise, our country did not publish relevant laws to administrate the construction market, each place does not have a standard to refer, so how to select the construction enterprise and how to determine the comprehensive evaluation index of alternative construction agent enterprise has become the hot research spot in recent years.This paper take it as the breakthrough point, establish construction agent enterprise comprehensive evaluation index system, and evaluate alternative construction agent enterprise by mathematical model, in order to provide reference for the government to select the construction agent enterprise.In this paper, by consulting various aspects of information to understand related theory and operating mechanism of agent construction system, and by means of literature analysis, expert interview to collect the evaluation index, in order to ensure the comprehensiveness of collection index. At the same time, the interview object and the number ensure the authority and rationality of the scope of the investigation. The test of survey questionnaire’ credibility and availability, and screening index by the method of Ridit to ensure the scientificalness of index system establishing process.This paper select combination weighting model of AHP and CV to calculate index weight, in order to reduce the randomness of the subjective to determine weight and the inflexibility of objective to determine the weights. At the same time, this paper select matter element analysis model to evaluate construction agent enterprise and calculate the relationship degree of every evaluate construction agent enterprise to determine superior order of them, this order could be the reference resources for the government to select construction agent enterprise.Finally, this paper put forward proposals from the aspects of perfecting the legal and market evaluation, and establishing a market access system, and also expound the importance of the reward of construction agent enterprise and the feasibility of establishing a long-term cooperative partnership between the government and construction agent enterprise.
