Although the instrument industry started relatively late in China, it is developing tremendously fast recently benefited from the worldwide technology development. with high professionalism and technical content, it gains more profit than other industries in China, which hence attracts more and more small and medium enterprises(SME) to join the competition.As a member of this high technology industry, those SMEs are very clear about the importance of high technology adoption and willing to invest in it, but, some common weakness of SMEs leads to two common problems as the below: 1. From a macro perspective, SME lacks of management skills and lacks of integrated thinking in IT projects which requires highly professional knowledge, they are always pursuing technical details instead of system integration, as a result, although they make a huge investment into it, the return rate of investment is far below their expectation. 2. From a micro perspective, the business process of SME changes very often, hence people need to take the business changes into consideration at the beginning stage of the IT implementation project, which increases the difficulty of project tremendously.Currently in China, there are lot of scholars working on the research of enterprise information technology,and put forward some theories of framework in the same, but for SME in instrument industry, considering their special present situation:low management level can not meet the rapid development of business and technology. based on the above two condition, and the study of enterprise information technology in SME, the author put forward a theory which can guide SMEs through the enterprise information implementation project from both perspective of high level integration and detailed IT system design, which is proven to be correct in the practice of IT integration project in a sample enterprise-the UNITREND.1. This theory demonstrates a hierarchical framework start with manufacturing an end with data mining and analysis, this framework constructs a IT architecture with clear logic and hierarchy which combined the business data flow circulation at vertical level and process integration at horizontal level, it has clearlogical structure, and easy to operate, this framework also standardize the operational steps at detailed implementation stages, first it emphasizes the business process optimization which need to be cooperate with the solution stage tightly and smoothly, second it pays attention to the integration of basic business data and the high extendibility of the same. at last, it pays close attention to the flexibility of system in implementation stage, as a result, the IT system we build will comply with the business process perfectly, integrate the business and data flow of company to the maximum limit,to gain the maximum efficiency and more flexibility,more extendibility.2.this theory demonstrates a low weight, low risk and high efficiency IT implementation pattern, it divides the IT project into several stages, in each stage it complies with the business process and development strategy, each stage it is independent and verifiable so makes project evaluation easy at each implementation stage, which can greatly reduce the risk of project.At last we use a case study as example to analyze how the IT framework adoption improves the management and business process of SME, and how it leads to high return of investment, which verified the correctness of the theory.
