The Scientific Research Audit From The Point Of View Of Scientific Integrity And Efficiency

Integrity and efficiency is the inherent quality of science and the important factors to ensure the science ongoing output. As the externalization of strong social function of science, governments and industries have increased support for scientific research. But because of the unavoidable interference and influence of external factors as the result of that the institutionalization of scientific system develops and the scientific system continues to open up, the activities of losing their integrity and failing to conduct a reasonable use of funds in scientific research will be increased. These acts not only seriously damage the trust in the community of scientists from the government, industries and the public, but also greatly affect objectivity and efficiency of the science. In order to ensure that the social contract of the science successfully implements, the government correspondingly increase the control means in the science system. Scientific audit is the audit oversight measures for the government to ensure benign use of research funds. It has played a pivotal role in maintaining the healthy development of science, and has accumulated a lot of valuable experience. However due to the characteristics of the audit itself it also gradually reveals some aspects of lack of coordination with scientific research activities. This may cause interference to scientific development. As a result, there exists the need for the according to improvement and adjustment in the research audit.This paper expounds the necessity of scientific research audit which based on the scientific social contractual relationship, analysis the inharmonic fact by contrasting the features of audit and science; construct the scientific research audit as boundary organic organization of politics and science. It uses the methods of literature research, historical analysis, induction and integration. And it discusses in detail the reasonableness and necessity in the research audit activities, achievements and deficiencies carried out in the scientific research. Finally comes out the suggestions on how to improve the proposal. Specifically, the paper mainly contains three parts.The first part mainly discusses the rationality and necessity of the audit. The thesis firstly introduces the formation, development, crisis and change of the contract between politics and science, which leads to audit as one of the means of political control science has the rationality and necessity. And discussed the audit in rational development of the scientific research play a huge role from four aspects: the budget supervision, the improvement of the strengthening of internal control management, funds management, scientific research personnel responsibility consciousness strengthens.The second part mainly introduces some problems of the audit for scientific research in our country at present by means of discussing the inconsistencies of audit and scientific research. Scientific research activities rely mainly on the researchers’ brain to complete the work; it has significantly different from the material production system. Through the study of the history of science, we could see science research has obvious characteristic: the creative and exploratory, contingency and variability, competitive and cooperative, the predictive and risk. These make the high contrast between scientific research with flexibility and uncertainty from audit with rigid binding characteristics: the deterministic and non-deterministic, relevance and irrelevance, continuity and discontinuity, while these contradictions point led to their uncoordinated. But the audit to scientific research use the same way with the audit to material production system. And the general financial audit is the main method, failed to form suitable professional system for scientific research work. The concept, subject, method did not well coordinate with scientific research activities, which may affect the normal operation of the scientific research activities.The third part solves the dilemma by building the scientific research audit as the political and scientific research organic activities in the border.
