The Study On Scientific Research Integrity

The scientific research takes the honesty as the foundation. Throughout the history of scientific development, we can easily find the science spirit, to strive for realism and to be devoted to the pursuit of truth, is the inexhaustible source to promote the development of science. During the course of scientific research, researchers should adhere to scientific value criterion as well as the specification of ethic and the system of research activities. However, since the 1980s, many events which violated the scientific research morality and institutions appeared in the world, the occurrence of these events make the integrity of scientific research become the focus increasingly and reflect on research activity itself within the scientific community, the government and the society. Therefore, it has important theoretical and practical significance to study the integrity of scientific research proposed by scientific research misconduction.By applying the document analysis and other methods, this paper has researched systematically the basic connotation and logical foundation, the performance and the origin, the principle and mechanism of the integrity of scientific research. Besides, this paper also gave the deep research for the problem of the integrity of scientific research in China.Firstly, the paper has researched the basic connotation and logical foundation of the integrity of scientific research. By analyzing the basic connotation and logical foundation, it has formed the theatrical mold of researching-the integrity of scientific research. On the basis of analyzing the meaning and the character, comparing the culture differences, referring the definitions of different sociology in east and west, this paper put forward the connotation on the integrity of scientific research and defined the subject of it. It is believed that the integrity of scientific research referred to some value and ethic standard, institutional regulation, such as to seek the truth from the fact, to be honest, to refuse the deception. All of these should be abided by the scientific researcher, the scientific research administrator (including the organizer) in the course of science research and social activities of scientific research. This paper has interpreted some problems of science existence, such as the reason, the meaning, and the characteristics of scientific research, the essentiality, the constitution and the operational mechanism. Based on this, the paper thinks the essence of integrity of science research are the expectation and suspicion for the standard should be observed by scientific studying worker in scientific research activity. The integrity is one kind of anticipation. Because the scientific research activities involve numerous aspects and links, it needs the scientific research subject regarded the striving for the truth as the foundation and abides by the integrity to maintain the legality of science. Simultaneously, the integrity of scientific research is also one kind of suspicion. Because the scientific research activity is practiced by the concrete person, so the scientific worker can accept the value and the standard of scientific research, but it is difficultly for the scientific worker to follow them steadfastly. They maybe violate the integrity and do harm to the development of science, therefore it is necessary to keep watching and dominate the scientific research activity to promote the development of science.Secondly, the paper has analyzed the performance and origin of the integrity of scientific research. Generally, the process of scientific research includes several stages, such as the topic application, the project evaluation, the research stage, the achievement publication, the result evaluation and so on. The misconduct of scientific research violated the guideline of researching on the good faith maybe happen in each stage. In this paper, it takes the phase of scientific research development as the clue. The paper sorts out the basic problem of the integrity of scientific research and analyzes the misconduct in scientific research, such as the cheating behavior in topic application stage, the illegal behavior in project evaluation stage, the fake behavior in research stage, the misconduct in achievement publication stage, the skullduggery in result evaluation stage and so on.Simultaneously, the paper has deeply analyzed the origin of these questions. The problem of integrity of scientific research is mainly caused by two factors, namely, the person and the environment. Looking from the individual angle, the scientific researchers meet the pressure caused by wanting to get the occupation approval, to obtain the research funding to continue studying the task, to pursue the fame and fortune; from the scientific research management, it is mainly caused by the limitations of the system of self-regulation system, which lacked the effective monitoring mechanism and punishment mechanism; seen from the scientific management, editorial and publishing, some flaws are existed in the above ways, especially, the management personnel and the editorial staff also are out of duty; from the point of society, the society proposes some economical factors inducing the appearance of the misconduct, for example, some research institutions ask the researcher to carry out the inflexible research target.Thirdly, the paper has discussed the realization of scientific research integrity. The paper discusses this problem from two aspects, such as the realization principle and the mechanism. From the point of principle, we should follow the principle which unifies the autonomy and the heteronomy. In the history of science development, the paper thinks the integrity of scientific research can be reached by researcher's autonomy, namely, today, we can realize the integrity of scientific research by the common spirit nature and its internal safeguard mechanism of the scientific community. At the same time, in view of the limitation of autonomy and the characteristics of modern science development, it is necessary for the researchers to turn to external force to restrain the scientific misconduct. The sum of a variety of ways to achieve scientific integrity is the realization mechanism of scientific research integrity. To set up the system of realization of scientific integrity, we must put it in the big development environment including the society, economy and culture. The paper think that the realization of the integrity of scientific research cannot do without the self-discipline of research subject, the restraint and the supervision within the scientific community, the establishment of monitor management situation, the development of specific policies and regulations and the public monitor.Fourthly, this article discussed the suggestions and the measures to realize the integrity of scientific research in China. The paper analyzed these questions mainly from two aspects: the reform of the management system and the building of scientific research culture. In reforming the scientific research management system, the paper proposed that we must strengthen the integrity education of scientific research and build good honest atmosphere for the scientific researchers to sharpen the scientific researchers' autonomy ability; We should change the scientific research guidance and the appraisal mechanism of unit system of the Chinese scientific research institution; we should improve laws and regulations and establish integrity archives; we should set up the special agency to process the misconduct; we should lessen the improper interferences caused by the administrative power to guarantee the fair assignment of the scientific research resources and to improve the realization mechanism of research management institutions; we should display the controlling function of the public opinion, the protection of the informanter's interests to improve the social supervision mechanism of China. In the way of building the culture of scientific research, the paper we should get out of the erroneous zone of academic evaluation purely taking the paper quantity as the evaluation of indicator, we should eliminate the wrong idea of equivalent evaluation on different natures; we should be to play down the radical color of scientific research must succeed.In China, the documentation which researches the integrity of scientific research is very rare. In this paper, the writer tries her best to study the integrity of scientific research holistically and systematically, such as the concept connotation, the logical foundation, the performance, the origin, the realization of principle and mechanism, as well as how to promote the realization of China's research integrity issues, which has certain exploratory and the innovation in theory and also has certain application values in reality. Due to time constraints and the limitation of ability, some viewpoints of analysis in paper also have the insufficiency, which will be researched deeply in the future.
