Farmer’s survival depends on the land, and even the foundation of national stability, rural land system is the foundation of the social system, the selection of the land system is the most important factor to determine the process of rural development, speed and direction.Therefore, different rural land system will change the course of the rural and the whole social economic development. Rural land circulation system, it is the major subject of transforming from traditional agriculture to modern agriculture, which is helpful to explore the direction of the rural land system reform, and contributes to promoting the development of agriculture and rural, at last,realize the construction goal of socialism new countryside and the comprehensive well-off society.The first part: the related concept definition and the development of peasant rights and interests safeguard in the rural land circulation of our country.Rural land circulation refers to the farmers has the right to the contracted land management right(right to use) to the other farmers or economic organizations, which would hold the contract right, transfer of the right to use. Farmers’ rights and interests is refers to the farmers as members of the society and national citizens, should have the rights, and should get benefits. Rights and interests of farmers is the basis of the right to survival and development, this is the basic problem of all developing countries. Accordingly, safeguard the rights and interests of farmers is the main body of protection of the rights and interests of farmers to take some means to achieve the goal of farmers rights and interests to avoid to be harm. Our country rural land circulation and farmers rights and interests safeguard has different meanings in different stages of development, the rural land circulation has experienced the ban on stage, lifted the ban on stage and standardization stage, and farmers rights and interests protection has experienced different periods, from land reform to the socialist market economy formed gradually.The second part: the guarantee results and existing problems of peasant rights and interests in the rural land circulation.After years of exploration and development, rural land circulation system became mature and perfect constantly. From the development of land circulation and farmers’ rights and interests can also see that the accumulation of these reasons has its own process and historical roots. At the same time, in the present stage, the farmer rights and interests protection at the system level, legal level, social level, etc has more and more demands.The fourth part: the safeguard measures of peasant rights and interests in our country rural land circulation.Based on the existing problems of this system in the implementation process and the characteristics of the vulnerable group, according comprehensive analysis, we found effective measures to safeguard the rights and interests of farmers in the process of rural land circulation. Such as: perfecting our country rural contracted management of land circulation mechanism, strengthening the construction of our country government dominant maintenance mechanism of farmers’ rights and interests, respecting and improving the farmer’s main body status in our country, developing our country law, economy and society between urban and rural areas as a whole, etc., these measures can accelerate the rural land circulation, promote rural economic develop, and can protect the legitimate rights and interests of farmers, improve the standard of peasants’ lives.In the present stage, rural land circulation is the key part of rural economic work, this is not only an economic problem, can realize the rural economy scale and intensive development, and achieve integrated development of the urban and rural economic. At the same time, it is also a social problem and political issue, it is not only beneficial to the stability and development in rural areas, and to improve the living standards of farmers group and the quality of life, and can help us to built comprehensive, high quality, high level well-off society, realize the great rejuvenation of the Chinese nation.
