Empirical Study On The Citizenization Of Agricultural Population In The Western China In The Process Of New Urbanization

During the course of urbanization, china’s land urbanization has been replaced by the new-type one characterized as peasant citizenization which is the process of agricultural residents transferring into urban ones. The new urbanization is not only the strong impetus corresponded with the current development trend in china now, but the key part to link the new four modernizations. As the key point of new-type urbanization, the transfer of agricultural population urbanization can decide the development of future urbanization. The western areas of china, being the crucial and difficult-to-deal area of urbanization, has been falling behind so much to the places in mid and eastern as well as the average nationwide in terms of the rate of urbanization. Consequently, it is undoubtedly meaningful to do the research about western areas and try our best to reduce the differences among them.At the very beginning, the essay sorts out the status quo of the research both at home and abroad, settles the theoretical basis of related concepts and researches. In the following part, the essay analyses the situation of the transfer of agricultural population urbanization in western areas. In so doing can we build up the system for evaluating the dynamism of the transfer of agricultural population urbanization, which is composed of impetus for economic development, employment and social insurance, guarantee of public service, guidance of policies and systems. Through the methods like PCA-AHP and Hierarchical Cluster Analysis, the essay adopts the evaluation to the transfer of agricultural population urbanization in 12 western provinces. It shows that the situation in different western province is extremely imbalanced. The imbalance mainly manifests in two aspects:one is the difference between the different types of the transfer of agricultural population urbanization in provinces, the other is the one in the interior. It turns out that the higher the level of the transfer of agricultural population urbanization, the smaller the difference between provinces would be, and vice versa.At the end, based on the imbalance among provinces, from the perspective of dynamic mechanism, the essay puts forward a bunch of policy proposals including the system of being creative, the development of economy, the readjustment of industry structure, the rise of power for supporting economy and industries. Also, the Expansion of employment, the urge of social security both in urban and rural, the impetus of the nationwide socially public services and the construction of equalization as well as the deepening act between social welfare and household registration system.
