At present, the General Secretary Xi Jinping proposed strategic concept of building the "Silk Road economic belt", when the great western development strategy of our country entering the in-depth implementation phase, reforms getting into a crucial period and the deep water area, and the economic development stepping in a new normal. Facing the complex and changeable economic environment, Gansu Province, in order to play a role as the strategic bridgehead for its advantage in geography, make a leap forward in its development, and achieve the general requirements for building a moderately prosperous society in all respects, it must know how to seize and make good use of this strategic opportunity period, deepen the reform, expand opening up, enhance the capability of independent development of economy. Leading industry is crucial to the regional economic development. Industry is the important support for the development of regional economy. The leading industry, which has the function of integrating upstream and downstream supporting industry in the value chain, and also has the stronger pulling effect, determines the leading direction of the development of regional economy, reflects the regional overall economic level. And therefore, the issues of the selection and development of leading industry is the prerequisite and key to develop by leaps and bounds for Gansu Province.This paper, based on a systematic review of literature and theory studies relating to the industrial correlation and leading industry, taking the choice of benchmark for regional leading industry as a guide, using the basic principles of input-output tables and input-output model as a principle, builds an index system of choosing leading industry. This system includes 6 indexes, which is influence coefficient based on Leontief inverse matrix, sensitivity coefficient based on Ghosh inverse matrix, economic efficiency coefficient, technological coefficient, industrial expansion coefficient, labor input structure coefficient. On this basis, using Gansu Province input-output table in 2007 for the data source, this paper measures and calculates the 6 index coefficients of 42 departments in Gansu Province, adopts optimum objective weighting method (Entropy Method) empowering the above 6 index coefficients, by calculating acquires the comprehensive score and ranking of 42 departments in Gansu Province, then selects the top 10 departments as the leading industrial sectors’ set in Gansu Province, by combining with the industrial development in Gansu Province, then picks and chooses from the set for 7 industry sectors as the leading industry sectors in Gansu Province. Finally, by analyzing industrial correlation and development status of the 7 leading industry departments, this paper proposes the guiding ideology, principles, and several relations of the basic idea of leading industry development for Gansu Province.
