With the publishing of 2006-2020 National Information Development Strategy, information building has become a national strategy. Social informantion building promotes in depth. Highway goes from “emergency repair stage” to “maintenance stage”. With the social influence such as the marketization of highway maintaining, the promotion of information building seems to become a indispensable means for highway maintaining enterprises. However, in the process of information building of domestic enterprises, regular failings of investment are obstructing the input of highway maintaining enterprises. With the changing of market environment, what is the instruction for information building decision and what is the information building strategy have become imperative questions.This article suggest the research of coupling between highway maintaining enterprises’ information building and market environment to find the relationship between highway maintaining enterprises’ information building and market environment changing. This exploration intends to seek answers to the questions above. Firstly, we divided information building into foundation factor, structure factor and function factor, meanwhile the market environment is divided into macro environgment and micro environment. Secondly, we discussed the relationship between each factor of market environment and information building respectively. If the relationship existed, then the coupling existed, we thus found the coupling mechanism between highway maintaining enterprises and market environment. Then, we established the coupling assessment model between informantion building and market environment. In the model, we chose 3 first order indicators, 18 second order indicators for the information building system of highway maintaining enterprises; chose 2 first order indicators, 6 second order indicators and 19 third order indicators for the market environment system. Entropy evaluation method was used to give weighs of indicators, comprehensive indicators are produced, then coupling degree and coordination degree are found. Finally, we used the model to assess the coupling and coordination degree of company tongli’s“information building–market environment system”, and gave advices for the development of informaion building based on the assessment.
