Then this paper elaborated on the history of China’s highway maintenance management system and the current status quo. On this basis, the article summarizes the conservation and management of the existing problems. it has analyzed that the present problem existing, for example, conservation obsolete management methods, management agency responsibilities involution, conservation of the overall quality of the staff is not high and so on, which difficult to meet the needs of sustainable development fast expressway.In order to solve these problems, we researched the foreign advanced maintenance management system and learn from foreign management methods and experience, explore the market-oriented path of China’s highway maintenance and management. In order to successfully carry out market-oriented reforms, we should set up the formation of professional highway maintenance company, to introduce bidding, the implementation of contract management and other methods, in addition, the implementation should strengthen supervision, improve the social security system and other supporting measures, to promote market-oriented reform, the establishment of market economy and meet the requirements of the law of development of the healthy development of highway maintenance management system.
